Job description

The purpose of this classification is to operate light and medium-sized equipment and perform manual work functions associated with construction, maintenance, and repair of City streets/roads, drainage systems, right-of-way areas, parking lots, parks, recreation facilities, grounds areas, or other areas of assignment. Emphasis is on the operation of trucks, tractors, and other equipment where driving and maneuvering the vehicle constitutes the majority of the work required to complete tasks; incumbents may occasionally operate equipment at higher levels, but not as their primary work function. This classification is reserved for positions where operation of included equipment is the primary function of the job. Positions in the Wastewater Department are subject to 24-hour call.

Operates various equipment and vehicles to complete tasks related to the maintenance, upkeep, installation, and construction of City grounds, property, utilities, rights-of-way, and other infrastructure for departmental operations. Drives vehicles over public roads, work sites, rights-of-way, parks, public works facilities, and other City property; maneuvers in and around traffic, parked cars, equipment, utilities, and other obstacles; obeys all traffic laws and safety guidelines; monitors immediate environment and work area to ensure the safety of the operator, other workers, the equipment, and the public.

Drives single, tandem, and tri-axle dump trucks or brush trucks to transport and haul materials between original and final destinations for maintenance and construction projects; positions vehicle for efficient loading or dumping; secures all doors, gates, and fasteners to prevent spillage or loss of load; operates dumping mechanisms to unload materials; operates truck and dumping mechanisms simultaneously to spread materials along prescribed paths to required specifications.

Operates tractors and tractor-mounted mowing equipment to mow/maintain rights-of-way, parks, and other City property, including side-arm, bush hogs, and rear-mounted mowers, but not exclusively small riding mowers; scouts paths for and removes rocks, debris, and obstacles that may damage equipment, property, or the public; adjusts equipment settings for desired height and trajectory.

Assists skilled operators with the operation of sewer cleaning trucks (jetvacs) and sewer video trucks; drives and maneuvers the equipment; may operate mechanisms under close supervision; performs manual work functions in support of these tasks.

Operates truck- or trailer-mounted knuckle-boom arms to pick up debris and load it into the truck; secures all doors, gates, and fasteners during transport.

Operates asphalt roller to flatten and compress various materials. Utilizes asphalt patching trucks to repair streets and paved surfaces by filling potholes and cracks, positioning the truck for optimal delivery, and manually spreading and sealing asphalt as needed.

Drives special purpose trucks with mounted tanks to transport and distribute liquids such as water, insecticide, or oil; adjusts spraying mechanisms for desired application; operates flusher/water trucks to rinse streets and reduce dust; operates spraying mechanisms on mosquito trucks; and applies oil with asphalt distributors prior to street paving.

Inspects and prepares equipment for safe operation; performs light maintenance including oil changes, refueling, and cleaning; secures vehicles after use.

Transports, loads, and unloads materials and equipment for projects.

Performs manual construction, maintenance, and repair work such as road repairs, pipe installation, drainage culvert repair, pothole patching, sidewalk construction, fencing, irrigation, tree and brush cutting, playground assembly, trench digging, material handling, flagging traffic, and debris removal.

Assists in setting up events, traffic control, and cleanup; responds to emergency calls during inclement weather or other emergencies.

Uses safety equipment and monitors work environment to ensure safety.

Completes forms and documentation including work orders, reports, diagrams, and manuals; reviews and processes documents as needed.

Communicates with supervisors, colleagues, other departments, and the public to coordinate activities, review work status, exchange information, and resolve issues via phone or radio.

Minimum requirements include a high school diploma or GED, at least one year of experience operating light and medium-sized equipment, and a valid driver’s license. A Louisiana driver’s license must be obtained within 60 days of employment, and a Flagging certification may be required.
