Job Description

Performs semi-skilled work operating light to medium sized automotive, construction or maintenance equipment.This is semi-skilled work operating motor vehicles or construction equipment in the performance of assigned duties. An employee in a position assigned to this classification is responsible for the safe operation of the vehicle or equipment. Responsibilities include performing routine safety checks and maintenance of the equipment as necessary.Work is assigned and reviewed by a designated supervisor. Performance is evaluated through observation of work in progress and upon completion for achievement of desired results in a safe, efficient manner.

Equipment Operator I

  • Operates automotive equipment, small equipment and hand tools such as light truck, riding or power mower, bush hog, small tractor, pneumatic hammer, self-propelled concrete saw, single-axle truck/crew cab (less than 2-tons), six-inch and larger pumps, chainsaws, and weed-eaters.
  • Performs maintenance and construction duties in highway, utility, or other assigned areas.
  • Operates tractor mower to perform landscape or right-of-way maintenance.
  • May be responsible for pickup and delivery of inventory and supplies.
  • Performs routine safety inspection of assigned equipment.
  • Performs minor maintenance duties to check oil, fuel, water and air as necessary, cleans and washes equipment.
  • May set up barricades and act as spotter or flagman.
  • Participates in general labor duties as assigned, which may be inclusive, and not limited to, manual pick-up of trash/litter from roadsides, lots or other facilities.
  • Performs other related work as required.


In additional to above listed duties, incumbents in EO II, III and IV will also be required to perform the below specific duties:

Equipment Operator II

  • Operates tractor mower, flatbed truck, six-wheel dump, skid steer, pneumatic hammer, self-propelled concrete saw, single-axle truck, dual-axle truck, pulverize mixers, six-inch and larger pumps, based on area of assignment (Maintenance Units, Construction Section or Paving Section)
  • Performs roadway repairs, maintenance and construction duties in Roads and Drainage, or other assigned areas


Equipment Operator III

  • Operates complex equipment such as, but not limited to, backhoe (equal or less than 20 foot reach), front end loader (equal or less than three yards), tandem dump truck, off-road dump truck, bulldozer, asphalt distributor, finish asphalt roller, compactor, water truck, self -loading sweeper, slope mower, side mower, batwing mower, and on-road tractor trailer; based on area of assignment (Maintenance Units, Paving Section or Heavy Equipment Section).
  • Performs grading operations according to engineering specifications.
  • Exercise skills in manipulating equipment to properly perform assigned tasks.
  • Loads materials such as sand, rocks, millings, debris, etc.


Equipment Operator IV

  • Operates complex heavy equipment such as, but not limited to: motor grader, front-end loader (greater than three yards), back hoe (greater than 20 foot reach), dragline, crane, trackhoe, excavator, transport truck, tack truck, paver, milling machine, water tanker, 10-wheel dump trucks, jetter, concrete truck, and Skid Steer; based on area of assignment (Maintenance Units, Construction Section, Paving Section or Heavy Equipment Section).
  • Performs or supervises loading and unloading of heavy equipment.
  • May supervise assigned equipment operators or work crew on a project basis.
  • Performs more difficult finishing and grading operations to engineering specifications.
  • Coordinates utility line locations before excavating.
  • Performs excavations to grade and slope.
  • Performs work in accordance with engineering specifications


Minimum Qualifications (EO-I):

Six (6) months of experience in the operation of automotive, construction, or maintenance equipment, or completion of an Orange County department approved training program.

Must possess and maintain a valid Florida Driver's License for the type of equipment operated.

Must be able to understand and carry out written and oral instructions.

Minimum Qualifications (EO-II):

Two years of experience in the operation of automotive, construction, or maintenance equipment, or completion of an Orange County department approved training program and one year of experience. Must be able to understand and carry out written and oral instructions.

Minimum Qualifications (EO-III):

Three years of experience in the operation and maintenance of medium to heavy automotive, construction or maintenance equipment. Must be able to understand and carry out written and oral instructions.

Minimum Qualifications (EO-IV):

Four years of experience in the operation and maintenance of medium to heavy automotive construction or maintenance equipment. Must be able to understand and carry out written and oral instructions.

CDL requirement for EO II, III and IV positions

  • Required to possess (or obtain within six months of hire) the appropriate valid Florida Commercial Driver's License for the type of equipment operated.
