Job summary

Knowesis is seeking an exceptional Epidemiologist for on-site work at Wright-Patterson AFB, OH. The candidate will join USAFSAM/PHD, KM Cell, to integrate public health data across surveillance and clinical systems and drive evidence-based decisions for mission readiness.

The role requires U.S. citizenship, a Master’s in Public Health or Epidemiology, and expertise with SAS/R/STATA and health data systems like ASIMS, MHS Genesis, and ESSENCE. Expect collaboration with IT and military teams.

Qualifications

  • Master's degree or higher in Public Health, Epidemiology, Biostatistics, or similar field with strong epidemiology knowledge.
  • HIPAA familiarity or willingness to complete training within one month.
  • Experience with surveillance systems and public health data integration.
  • Proficiency with SAS, R and at least basic STATA; familiarity with HL7 data is a plus.
  • U.S. citizenship required; ability to obtain/maintain security access.

Responsibilities

  • Integrate and harmonize public health data across surveillance and clinical systems for multi-domain capabilities.
  • Provide technical support and quality control for data integration across ASIMS, DOEHRS, CarePoint, MHS Genesis, AFDRSi, ESSENCE, AFSAS, DHASAS, and HPWS.
  • Map data elements and create a comprehensive Public Health Knowledge Management data dictionary.
  • Develop and maintain Decision Support Systems to drive COAs and evidence-based public health decisions.
  • Design dashboards and HUDs translating complex data into actionable intelligence for Commanders and Public Health teams.
  • Document code/macros to ensure reproducibility per USAFSAM standards.
  • Align KM outcomes with mission requirements and metrics; develop analytical models linking health data to operations.
  • Support research prioritization in AFMEDCOM/DHA missions; assist in biosurveillance initiatives.
  • Provide training, write professional reports, and assist in data access governance for authorized users.
  • Travel as needed for customer meetings and conferences.

Anticipated Salary Mid-Point: $130,000, negotiable based on experience


Knowesis is currently seeking an exceptional Epidemiologist to join our team and provide invaluable support to the United States Air Force School of Aerospace Medicine, Public Health Directorate (USAFSAM/PHD), Knowledge Management (KM) Cell, 711th Human Performance Wing (711 HPW). This team consolidates human performance research, education, and consultation for the Air Force, integrating public health data across surveillance and clinical systems to drive evidence-based decisions.

The Job Duties and Responsibilities include but are not limited to the following:


  • Integrate and harmonize public health data from disparate surveillance and clinical systems to enable multi-domain command and control (MDC2) capabilities.

  • Provide technical support, quality control, and administrative maintenance for the integration of data from the Aeromedical Services Information Management System (ASIMS), Defense Occupational and Environmental Health Readiness System (DOEHRS, all modules), CarePoint, Military Health Systems Genesis (MHS Genesis), Air Force Disease Reporting Surveillance internet (AFDRSi), Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE), Air Force Safety Automated System (AFSAS), Defense Health Agency Safety Automated System (DHASAS), and the Health Program Working System (HPWS).

  • Establish the relationship of available data across these systems to existing data sets, map data elements, and create a comprehensive Public Health Knowledge Management data dictionary.

  • Develop and maintain Decision Support Systems (DSS) to drive Courses of Action (COAs) and evidence-based public health decisions.

  • Design and implement interactive dashboards and Heads-Up Displays (HUDs) that translate complex public health data into actionable intelligence for Commanders and Public Health teams at all echelons.

  • Document computer code and macros used for Decision Support System products to ensure government personnel can access, review, and reproduce reports in accordance with USAFSAM programming standards.

  • Align Knowledge Management Center of Excellence (KM CoE) outcomes with operational mission requirements and mission-impact metrics.

  • Develop analytical models that correlate public health data directly to the ability of the unit to generate or sustain sorties, space launches, or training pipelines, and reduce operational risk.

  • Assist in identifying and prioritizing public health research and surveillance areas that impact Air Force Medical Command (AFMEDCOM) and Defense Health Agency (DHA) mission priorities.

  • Support the Public Health, Occupational Epidemiology (OE), and Federated Epidemiology (FE) C3 Team in providing real-time consultation and biosurveillance enhancement.

  • Assist and advise military team leaders on using Knowledge Management tools for outbreak investigations and the rapid identification of public health trends or threats.

  • Assist in creating and maintaining professional relationships with data creators and Information Technology (IT) staff to ensure the integrity and timeliness of information necessary for integrated air, space, and cyberspace operations.

  • Develop and deliver Knowledge Management-specific training and curriculum for the Public Health career field.

  • Assist in designing written communication and professional reports for internal and external stakeholders.

  • Provide assistance to data users in producing routine and ad hoc reports, special study methods, and surveillance protocols to enhance organizational performance.

  • Provide conference support by assisting in the preparation of posters, presentations, and manuscripts to brief Knowledge Management Center of Excellence findings at professional forums and military meetings.

  • Assist in granting and managing access to authorized users for the integrated surveillance applications and ensure that all maintained data is current, accurate, and accessible for planning purposes.

  • Travel may be required to participate in customer business line related travel, including meetings and conferences, to fulfill mission goals, as authorized and coordinated through the Contracting Officer Representative.


Required Qualifications:


  • Master's degree or higher in Public Health, Epidemiology, Biostatistics, or other similar master's level degree as approved by USAFSAM/PHR, with strong knowledge of epidemiology, biostatistics, and public health.

  • Must be current in Health Information Portability and Accountability Act (HIPAA) training or be able to complete HIPAA training within one month of employment to access and process identified medical data.

  • Must be current in Scientific and Technical Information (STINFO) training and Collaborative Institutional Training Initiative (CITI) or be able to complete training within one month of employment.

  • Expertise in utilizing surveillance systems and ability to learn and utilize the following: Air Force Disease Reporting Surveillance internet (AFDRSi), Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE), Air Force Mortality Registry, Defense Occupational and Environmental Health Readiness System-Hearing Conservation (DOEHRS-HC), the Executive Information Decision and Support Data Mart (EIDS M2), Standard Ambulatory Disease Registry (SADR), Standard Inpatient Disease Registry (SIDR), and Aeromedical Services Information Management System (ASIMS).

  • Expertise in utilizing electronic medical record and laboratory data systems, including the Armed Forces Health Longitudinal Technology Application (AHLTA), Military Health Systems Genesis (MHS Genesis), and Health Level 7 (HL7).

  • Expertise and capability to utilize Microsoft Office, SAS, SAS Enterprise Guide, and at least working knowledge of R and/or STATA.

  • Expertise and capability to utilize USAFSAM/PHR data repositories.

  • Advanced analytical skills in public health/epidemiology and epidemiological study design and execution, including experience with descriptive statistics, measures of association, determining statistical significance, and modeling of data.

  • Expertise and capability to create research protocols for prioritized research areas and submit these protocols to the appropriate Institutional Review Board (IRB).

  • Must be a U.S. citizen, as contractor employees requiring access to USAF bases and U.S. Government Information Technology (IT) networks must be U.S. citizens.

  • Must be able to obtain a minimum Tier 1 background check (T1)/SF85 for access to the internet, automated information systems, and unescorted entry into restricted or controlled areas.


Preferred Qualifications:


  • Prior experience supporting Department of Defense (DoD) or Air Force public health surveillance or biosurveillance programs.

  • Experience developing dashboards or decision support tools for military leadership audiences.

  • Experience preparing and presenting peer-reviewed research at professional conferences.
