Nature of Work

The Family Planning Program Epidemiologist is responsible for data managements surveillance, analysis, evaluation and reporting for the statewide Family Planning Program. This position processes all data requests for the Family Planning Program, designs surveys, data collection instruments, presents data at local, state and national level; represents the program on various committees, makes recommendations based on epidemiological findings; and serves as data contact on evaluation studies for the program.

The Family Planning Program Epidemiologist is responsible for data managements surveillance, analysis, evaluation and reporting for the statewide Family Planning Program. This position processes all data requests for the Family Planning Program, designs surveys, data collection instruments, presents data at local, state and national level; represents the program on various committees, makes recommendations based on epidemiological findings; and serves as data contact on evaluation studies for the program. Provide oversight of the data collection, surveillance and evaluation components of the West Virginia Family Planning Program. Produce statistical and epidemiological reports, including data inquiries related to Family Planning. Provide FPP reviews post QAMT visits to reinforce program compliance, establish agreed upon corrective plans, identify provider needs, provide technical assistance (TA), and share best practices. Catalog and track all Family Planning Program data including clinical records data management. Work with providers to ensure proper submission of data for the Family Planning Report (FPAR). Through a network of clinical service sites, provide access to comprehensive family planning clinical and related preventive health services to assist WV clients in achieving optimal overall health. Ensure subrecipients are providing client education and counseling consistent with nationally recognized standard of care. Train clinics and providers on the use of the electronic data platform (FPEDS) and proved technical assistance related to program data. Work with the Central Finance Unit to determine actual number and cost of services provided through FPP to determine how to best utilize available funds. Catalog and track all Family Planning surveillance indicators including those associated with prevention and prevalence. Track burden and identify priority populations and geographic areas for programmatic efforts. Help to track pharmaceuticals ordered/provided through the warehouse, potentially work with clinics on establishing ordering metrics based on program data/metrics. Identify specific populations in WV that are in need of reproductive health services, determine the severity of their needs, and pinpoint the type of assistance they require to ensure the need is met. Assist with the preparation and submission of required grant and program deliverables to support the WV Family Planning Program. Serve on local, state and national committees, task forces or councils which impact adolescent pregnancy prevention. Complete all required DOP, DH and OMCFH trainings in a timely manner.

Minimum Qualifications

Training: A Doctorate degree from a regionally accredited college or university in epidemiology, public health, veterinary medicine, preventive medicine, medicine, biological, physical , behavioral or environmental sciences including at least two courses in epidemiology covering additional epidemiology principles, methods and design concepts, or at least two courses in statistical design methods courses for the behavioral sciences, or at least two publications in two different peer-reviewed journals, and at least one course in biostatistics or other research-oriented statistics course.

OR

A Master's degree from a regionally accredited college or university in epidemiology, public health, biology, nursing, physical, behavioral, natural, or veterinary sciences, preventive medicine, or medicine including two courses in epidemiology and one course in biostatistics OR certification in infection control (CIC); AND three years of full-time or equivalent part-time paid experience in epidemiology.

Substitution: Completion of Centers for Disease Control and Prevention Epidemic Intelligence Service or public health prevention specialist training can substitute for the required training.

OR

Bachelor's degree from a regionally accredited college or university in biology, nursing, physical, behavioral, or natural sciences, AND five years of full-time or equivalent part-time paid experience in conducting epidemiology, including disease investigation, risk assessment or environmental epidemiology may substitute for the required training.

OR

Three years of full-time or equivalent part-time paid experience in performing Epidemiologist 1 responsibilities, including disease investigation, risk assessment, or environmental epidemiology may substitute for the required training.

For Arboviral Entomologist Training: Masters Degree from a regionally accredited college or university in entomology or biology.

Experience: Three years of full-time or equivalent part-time paid experience in entomology.
