Job Summary
The Manager of the Planning and Analysis Unit in the Air Quality Improvement Planning (AQIP) section leads a multidisciplinary team of engineers, scientists, planners and legal specialists in preparing plans required by the Clean Air Act and submitting them to the Environmental Protection Agency (EPA) for inclusion into the State Implementation Plan (SIP). Creating these plans includes the development of air emission inventories and emissions modeling, the analysis of air pollution control measures, and the development of air quality regulations. In addition to fulfilling other requirements of the Clean Air Act, these plans provide for the implementation, maintenance, and enforcement of the National Ambient Air Quality Standards (NAAQS) in Arizona as well as requirements to reduce air pollution within parts of Arizona that do not meet the NAAQS.
Under general supervision of the Section Manager, this position is responsible for managing the operating functions of the unit. This position is also responsible for supervising staff including assigning work, setting priorities, monitoring and evaluating performance, and developing and providing training to staff. Additionally, this position is responsible for ensuring that all unit work products are technically sound, accurate and meet program goals, State and Federal statutes, rules, regulations and professional ethics. The unit manager reviews and evaluates technical reports, community involvement relations and outputs, and legal documents and attends meetings with other supervisory/managerial staff to give and receive information and to participate in discussion, problem resolution and decision-making.
The Unit Manager champions continuous improvement projects; recommends and implements program and operational improvements; assists in the development of goals and strategies; develops policies and procedures related to the work of the unit; ensures the unit operations meet established timelines and objectives; and provides guidance and interpretation of Federal and State laws and regulations related to complex regulatory situations.
This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).
