Job Summary

The Manager of the Planning and Analysis Unit in the Air Quality Improvement Planning (AQIP) section leads a multidisciplinary team of engineers, scientists, planners and legal specialists in preparing plans required by the Clean Air Act and submitting them to the Environmental Protection Agency (EPA) for inclusion into the State Implementation Plan (SIP). Creating these plans includes the development of air emission inventories and emissions modeling, the analysis of air pollution control measures, and the development of air quality regulations. In addition to fulfilling other requirements of the Clean Air Act, these plans provide for the implementation, maintenance, and enforcement of the National Ambient Air Quality Standards (NAAQS) in Arizona as well as requirements to reduce air pollution within parts of Arizona that do not meet the NAAQS.

Under general supervision of the Section Manager, this position is responsible for managing the operating functions of the unit. This position is also responsible for supervising staff including assigning work, setting priorities, monitoring and evaluating performance, and developing and providing training to staff. Additionally, this position is responsible for ensuring that all unit work products are technically sound, accurate and meet program goals, State and Federal statutes, rules, regulations and professional ethics. The unit manager reviews and evaluates technical reports, community involvement relations and outputs, and legal documents and attends meetings with other supervisory/managerial staff to give and receive information and to participate in discussion, problem resolution and decision-making.

The Unit Manager champions continuous improvement projects; recommends and implements program and operational improvements; assists in the development of goals and strategies; develops policies and procedures related to the work of the unit; ensures the unit operations meet established timelines and objectives; and provides guidance and interpretation of Federal and State laws and regulations related to complex regulatory situations.

This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

Knowledge, Skills & Abilities (KSAs)

• Knowledge of environmental science and engineering principles, air quality emission inventories and modeling, air pollution control strategies, and industrial processes; functional knowledge of toxicology, meteorology, general and organic chemistry, and advanced mathematics.
• Knowledge of state and federal environmental regulations, the causes, control and mitigation of environmental pollution, enforcement procedures.
• Knowledge of Federal and State air pollution control regulations regarding the development of SIPs and all required components of the plan (e.g. emission inventory, control strategies, modeling, rule development, etc.).
• Knowledge of management techniques, particularly the coordination of people and resources through result-driven leadership. Including task delegation, performance management, and development of strategic and operational plans.
• Knowledge of or ability to learn and apply LEAN concepts and engage people in continuous improvement.
• Skilled in management/leadership, supervising and people management; developing and maintaining interpersonal relationships including federal and state officials, regulated community, members of the public, and other interested parties.
• Skilled at planning, organizing, and managing the Unit's operations.
• Skilled in strategic planning and managing successful completion of program goals.
• Skilled in budget management including cost estimation, time scheduling methodologies, and contract management.
• Skilled and effective communicator, both verbal and written, to both internal and external customers, including writing technical reports, giving presentations, and facilitating meetings.
• Skilled at analyzing and interpreting a wide variety of highly technical data; reading comprehension and research; complex problem solving, problem resolution and decision making.
• Skilled at training employees; coaching direct reports both for professional development and remedying deficiencies; and establishing meaningful metrics related to core business processes.
• Ability to assess program needs, set strategic priorities, and effectively implement operating policies and procedures.
• Ability to read, interpret, and apply State and Federal statutes, regulations, standards, policies, and procedures to analytical work, ensuring well-supported and sound conclusions.
• Ability to effectively coordinate multiple ongoing projects and priorities and ensure deadlines are met.
• Ability to work independently with minimal supervision and as part of a team to effectively accomplish the section and Agency's Mission.

• Bachelor's degree, Master’s degree, or PhD in Environmental or Chemical Engineering, Environmental Science, Atmospheric Chemistry or Science, Meteorology, Environmental Resource Management, Environmental Planning, Law, Environmental Policy, or a closely related field
• Minimum of 3 years of environmental experience in a regulatory agency, consulting firm, or private industry.
