Job summary

The City of Portland is seeking a Data User & Analyst for the Transportation/ Environmental Systems Division to support sewer and stormwater inspection, cleaning, repair and utility locates work orders. You will coordinate priorities, track progress, and produce reports that inform maintenance decisions.

Reporting to the Maintenance Operations, you will handle data analysis, cross‑bureau coordination, and may supervise staff on programs and projects while ensuring timely responses to service

Job Appointment: Full Time, Regular

Work Schedule: Monday - Friday, 6:00 AM - 3:00 PM. Alternate schedules may be available.

Work Location: Hybrid. This position reports to Maintenance Operations, 2929 N Kerby ave, Portland, OR 97227. Remote work must be performed within Oregon or Washington.

Starting Pay: The City of Portland follows the Oregon Equal Pay Act. Your salary is determined based on the experience listed in your resume that is directly related and equivalent to the position for which you are applying.

About the position:

Under the direction of a PBOT-MO Environmental Systems Division (ESD) Manager II. The purpose of this position supports the coordination, prioritization, sequencing, and accomplishment reporting for sewer/stormwater inspection, cleaning, repair and utility locates work orders for sewer cleaning, associated with the maintenance and operations of the City of Portland Wastewater/Stormwater Collection System.

  • Plan, prepare and distribute work for Sewer/Stormwater Cleaning, Inspection, Utility Locates & Repair.
  • Review, develop and implement continual improvements.
  • Perform research, respond and assess service requests.

  • Maintain databases, compliance records, and create regular reports on status, actions, trends.
  • May supervise employees and may lead staff on assigned programs, projects, and functions.

About the division/bureau: Transportation/Environmental Systems Division

The Environmental System Division (ESD) is part of Portland Bureau of Transportation Maintenance & Operations Group (PBOT-MO). ESD provides maintenance and operations activities to support the City of Portland’s Wastewater & Stormwater Collection System. ESD provides Stormwater/Sewer Cleaning, Inspection, Underground Utility Locates, and Sewer/Stormwater Repair maintenance activities via a ‘Cooperative Work Agreement’ to the Bureau of Environmental Services (BES), in support of the City of Portland’s federal and state permits protecting public health, safety and the environment, known as the ‘National Pollution Discharge Elimination System (NPDES)’ permit.

Applicants must demonstrate how their education, training, and experience meet each of the minimum qualifications listed below:
  1. Knowledge of wastewater and stormwater collection systems operations, such as cleaning, inspection, repair and utility locates to support federal/state permit requirements.
  2. Experience exercising independent judgement, problem-solving, and initiative within established procedures, guidelines and authority.
  3. Experience providing responsive customer service and clear communication to a variety of technical and non-technical stakeholders with minimal supervision.
  4. Experience utilizing multiple database systems and software systems, including standard business applications (MS Office 365 or other similar), specialized software for work order/asset management (Maximo, Infor (Hansen)) and on-line ticket reporting software (Zendesk, TrackIT).
  5. Experience managing projects and people, including supervising employees or leading staff on assigned programs, projects or functions, and the ability to work effectively and respectfully within a diverse workforce while responding appropriately to questions and service requests.
Applicant must also possess:
  • Safety training certificates based on business functions.
Although Not Required, you may:
  • Incident Command Training from FEMA.
  • Have an Oregon Department of Environmental Quality (ODEQ) Wastewater Collection Certification Level 1 or Level 2.
