Job summary

FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES, FLORIDA FOREST SERVICE, is seeking an Environmental Specialist III to implement BMP and WBMP programs across the state. The role involves surveys, site evaluations, and data entry in ArcGIS, with emphasis on BMP/WBMP compliance and reporting.

The position requires a high school diploma with experience or a bachelor's degree with related experience, and a valid Class E driver's license, plus willingness to travel and respond to emergencies

Qualifications

• A high school diploma or its equivalent and two (2) years of experience in environmental protection, regulation, or health; one of the physical or natural sciences; or engineering.
• A high school diploma or its equivalent and one and a half (1.5) years of experience as an Environmental Specialist I or higher with the State of Florida; or
• A bachelor's degree (4 years) or higher from an accredited college and six (6) months of experience in environmental protection, regulation, or health; one of the physical or natural sciences; or engineering.
• Requires possession of a valid class E driver license.

Responsibilities

• Implement BMP and WBMP programs statewide.
• Conduct statewide surveys and on-site evaluations for BMP/WBMP compliance.
• Map activity areas in ArcGIS and enter data into survey databases.
• Provide technical assistance on Silviculture BMP and WBMP issues statewide.
• Assist with NOI enrollment and BMP-related requests as needed.
• Draft State Forest Silviculture BMP Activity Reports.
• Plan, develop, and conduct BMP outreach trainings.

Job Duties

This position is responsible for the implementation of the Florida Forest Service’s (FFS) Silviculture Best Management Practices (BMP) and Forestry Wildlife Best Management Practices for State Imperiled Species (WBMP) Programs across Florida.

Work closely with the BMP Program Manager in conducting the statewide biennial Silviculture Best Management Practices Implementation Survey, and biennial Forestry Wildlife Best Management Practices Implementation Survey (alternating years). Identifies survey sites from FFS aircraft and/or through remote sensing techniques, followed by on-site visits for evaluations of timber harvesting, road construction and maintenance, stream crossings, site preparation, tree planting, and other silvicultural activities, as appropriate, to determine BMP/WBMP compliance. Research and maps activity areas in ArcGIS, accurately enters all collected data into the survey databases by the assigned deadlines, assists in analyzing the data and final report writing.

Provide technical assistance on Silviculture BMP, Forestry WBMP, and other forest hydrology related issues statewide. This includes BMP courtesy checks, site assessments, complaint resolution, forest r oad and stream crossing recommendations, among others. Assist landowners and others with application of the Water Management District Rule for Minor Silvicultural Surface Water Man a gement Systems, enrollment into the Silviculture BMP Notice of Intent (NOI), and the Forestry WBMP NOI programs, and with other BMP relevant requests as needed. Stays abreast of current information on BMP and associated regulations and serves as a lead for disseminating this information to FFS Cooperative Forestry Assistance (CFA) and state lands field staff. Assists the BMP Program Manager with processing applications and maintaining database records for the Silvicultural BMP and Forestry WBMP NOI programs and conducts Florida Farm Team Card reviews.

Conducts BMP implementation monitoring on Florida State Forests for silviculture-related activities. Tasks include compiling silviculture activity reports, importing activity area shapefiles into ArcGIS applications, scheduling and conducting BMP site evaluations, and providing feedback to state forest staff. Enters collected data into the survey database and composes narrative summaries with photographic evidence of the evaluated activities and any noted BMP concerns. Assists the BMP Program Manager with analyzing the collected data and writing the State Forest Silviculture BMP Activity Report.

Assist BMP Program Manager in planning, developing, and conducting BMP outreach programs. Conducts in-person and virtual BMP training sessions on Silviculture BMP and Forestry WBMP utilizing PowerPoint presentations, field training, and recorded video presentations for loggers, silviculture contractors, landowners, foresters, land managers, students, etc.

Perform other related duties as assigned.
