  • Oversee daily EMS activities and ensure compliance with regulations.

Position: Environmental Specialist
Salary & Benefits: 100K~130K, Health, Vision, Dental 100% covered by the company, PTO and 401K
Work Hours: Mon-Fri 8am-4pm
Location: Pasadena Texas

Position Summary:

The Environmental Specialist is responsible for the implementation and maintenance of environmental management systems. The Environmental Specialist oversee the operations of the hazardous material shipping and serve as the designated signatory for plant regulatory affairs.

  • Implementing and coordinating environmental management systemsto minimize the organization’s environmental impact, ensuring compliance with local, state, and federal regulations.
  • Monitoring and regulatingindustrial operations to ensure they meet environmental standards, including reducing pollution, carbon emissions, and waste consumption.
  • Developing and implementing effective environmental strategiesto reduce contaminations and ensure compliance with regulations, such as generating environmental reports and maintaining permits.
  • Overseeing daily activitiesof team members to maintain the environmental management system(EMS) and ensuring that operations are in compliance with regulations.
  • Staying updatedwith environmental trends and legislations to ensure the organization remains compliant and adaptable.
  • Collaborating with stakeholders and addressing their concerns
  • Training personnelon environmental issues
  • Respond to regulatory inquiries
  • Represent NCAPP in statutory and regulatory matters
  • Authorized and empowered to sign
a) agreements binding company in the field of Environmental Matters; b) TRI Certification (40 CFR 372.2) c) Air Permits and PBRs (30 TAC Chapters 116 and 106) d) Water Quality Applications (30 TAC Chapters 305, 205, 312 and 321) e) Title V and Emissions Banking and Trading (30 TAC 122.165) f) Other permit submissions; g) TSCA documents; h) Pre Manufacturing Notification Documents; i) Chemical Data Reporting Documents; j) Federal and State Governmental Environmental Reports; k) Other Federal and State Governmental Filing Documents; and to PAY any associated fees associated with submission of these documents.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
  • Maintains awareness of Safety policies and regulations to ensure duties of self and others are performed in a safe manner.
  • Maintains awareness of the Environmental policy and objectives. Understand how their responsibilities impact the effectiveness of the environmental management system. (ISO14001)
  • Develops and manages the ISO14001 program for the Environment.
  • Profile and maintain paperwork for Waste Streams for disposal.
  • Set up and make Hazardous Waste shipments for disposal including maintenance of waste records and management of STEERS account.
  • Complete the Annual Waste Summary for TCEQ.
  • Document and manage the Waste Minimization Plan for Hazardous Waste.
  • Conduct, document and record weekly hazardous waste accumulation area inspections.
  • Communicate/liason with TSDF company regarding waste profile information, changes to descriptions, manifest issues, etc.
  • Complete annual RCRA training to perform the tasks associated with the RCRA Generators requirements as the regulation requires.
  • Assess new products and processes and work with Environmental Engineering Consultant to process permit By Rule Air permits for the facility.
  • Review existing Permits to ensure overall compliance with regulatory limits.
  • Provide production information to Environmental Engineering Consultant to generate the annual Emissions Inventory Report for the TCEQ.
  • Generate letter to TCEQ for the semi-annual report to the TCEQ Director applicable to the Federal Air Regulations.
  • Assess any process changes or MOC projects for air issues and compliance.
  • Oversee the VOC monitoring program to make sure that Nissan is in compliance with the regulations.
  • Conduct annual audit of facility to propose updates to the Stormwater Pollution Prevention Plan per the plan requirements and make sure the plan is updated. Ensure all of the required inspections are completed.
  • Renew the Multi Sector General permit each 5 years as required.
  • Conduct annual metals monitoring of outfalls (DMR) per the permit requirement.
  • Submit annual User Reports to Gulf Coast Waste Disposal Authority.
  • Submit permit amendments and renewals of the GCWDA Permit. Liason with Trecora Chemical as a captured facility.
  • Provide information to GCWDA on discharge issues and questions concerning ongoing sample analysis.
  • Complete annual TIER II Report.
  • Complete Toxic Release Inventory.
  • Submit TSCA CDR Report every four years per the TSCA regulations.
  • Liason with corporate representatives in Japan and our domestic consultant to complete TSCA new chemical reviews for EPA (PMN, LVE etc.)
  • Submit annual emissions report for the Community Action Council (CAC).
  • Provides expertise or technical assistance for regulatory, quality and analytical chemistry issues
  • Provides support to sales department regarding customer concerns, product quality, analytical and regulatory issues
  • Authors, audits, and trains employees on designated plant safety plans.
  • Spending authority authorized to $5,000 on PRE-APPROVED annual budget

Education/Experience:
  • Bachelor's degree from four-year college or university / Environmental Science, Environmental Engineering, Chemistry degree is a plus
  • 5~15 years of relevant quality management experience
Language Ability:

The ability to read, analyze and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management.

Math Ability:

The ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations, and proofs of theorems.

Reasoning Ability:

The ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

Computer Skills:

To perform this job successfully, an individual should have knowledge of Word Processing software; Spreadsheet or Data analysis software; Order processing systems and Project Management software.

Certificates and Licenses:

Certification or relevant experience in all concepts of Quality Management including internal auditing and quality engineering.

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
