Job summary

Kinetik seeks an Environmental Compliance SME to oversee regulatory programs for oil and gas gathering and processing assets, including planning, auditing, and reporting to meet air, SPCC, CERCLA, EPCRA, and SARA requirements. This role requires coordination with operations teams to drive environmental performance.

The candidate will support management in achieving EHS goals, manage data and reports, and travel to field facilities as needed, with after-hours availability for business necessity.

Qualifications

• Bachelor’s degree in Environmental study or an engineering discipline.
• 3-5 years working in Environmental field, preferably with experience in air regulations and in Oil and Gas Operations.
• Experience with Optical Gas Imaging (OGI) and other gas detection methods preferred.
• Strong software skills in Microsoft products, specifically Excel. Promax experience preferred.

Responsibilities

• Assist management, operations, and project/maintenance teams as required to assure compliance with federal, state, local and corporate rules and regulations pertaining to operational environmental aspects and impacts.
• Assist with organizing, planning, implementing, and auditing the environmental programs and policies for the operation, ensuring compliance as required by regulatory agencies and corporate policy.
• Ensure compliance with Title V operating permits and New Source Review (NSR) permits, including the preparation of semiannual deviation reports and annual compliance certifications.
• Oversee LDAR programs to ensure proper data capture and reporting in alignment with federal and state requirements.
• Preparation of annual air emissions inventories, calculation of hourly emissions, and reporting through NMED’s online portal as needed.

Schedule: Monday - Friday, after hours as needed due to business necessity

Essential Duties and Responsibilities:

This position serves as the field level Subject Matter Expert (SME) in complying with environmental regulations applicable to company operations. The position supports southeast New Mexico oil and gas gathering and processing assets, including gas plants, compressor stations, and the associated gathering systems. This position will assist operations in achieving EHS goals with respect to environmental compliance in our operations. A proven ability to solve problems, learn new material, adapt to change and be an effective communicator are key traits to success in this position.

• Assist management, operations, and project/maintenance teams as required to assure compliance with federal, state, local and corporate rules and regulations pertaining to operational environmental aspects and impacts, including but not limited to NSPS and MACT rules.
• Assist with organizing, planning, implementing, and auditing the environmental programs and policies for the operation, ensuring compliance as required by regulatory agencies and corporate policy.
• Ensure compliance with Title V operating permits and New Source Review (NSR) permits, including the preparation of semiannual deviation reports and annual compliance certifications.
• Oversee LDAR programs to ensure proper data capture and reporting in alignment with federal and state requirements.
• Preparation of annual air emissions inventories, calculation of hourly emissions, and reporting through NMED’s online portal as needed.
• Management of data in the EHS database to ensure air emissions are calculated correctly and tracked against air quality permit limits.
• Assist with the review of MOC’s for environmental impacts, including NSR compliance, and documenting necessary information to the file or helping to initiate the permitting process when required.
• Assist with waste management activities, ensuring regulatory compliance, including tracking manifests, and regulatory reporting. Ensure compliance, gather data and facilitate reporting as required under numerous applicable regulations, including but not limited to CERCLA, EPCRA, and SARA.
• Ensure compliance with SPCC requirements and assist with spill response and remediation activities, as needed, including the facilitation of required reporting to NMED and/or NMOCD as needed.
• Ensure compliance with corporate policies, including but not limited to reporting releases to all applicable agencies and internal personnel.
• Assist with being point of contact for both regulatory agencies and operations on required reports, payments, inspections, and other applicable regulatory requirements.
• Assist with compliance audits, as needed, and assist in facilitating resolution of action items from findings of reviews, inspections, and incident investigations.
• Maintain a working knowledge of existing and proposed regulations that affect the plant/compressor station/pipeline site.
• Communicate regular updates on EHS releases, permit deviations, and enforcement status to the Environmental Manager for Operations management meetings.
• Assist in implementing and maintaining an effective filing system for all operational data to ensure compliance with all legal and regulatory requirements.
• Ability to learn and comprehend the operating principles of natural gas compression and natural gas processing facilities.
• Regular and reliable attendance is required.
• As a member of the EHS team, demonstrate commitment to an Injury-Free Environment through own actions and mentoring others.

Education and/or Work Experience Requirements:

• Bachelor’s degree in an area of Environmental study or an engineering discipline
• 3-5 years working in Environmental field, preferably with experience in air regulations and in Oil and Gas Operations
• Experience with Optical Gas Imaging (OGI) and other gas detection methods preferred
• Strong software skills in Microsoft products, specifically Excel. Promax experience preferred

Working Conditions:

• Will be working in an office environment with prolonged periods of sitting and working on a computer.
• Will work outdoors in adverse or extreme weather conditions.
• Will be required to frequently drive to other field facilities within their assigned region.
• Available outside of normal working hours as needed for business necessity.

• Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards.
• Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
• Ability to work effectively in all working conditions noted above.
• Will require lifting, carrying, pushing, and pulling up to 50 lbs. in a safe manner on an occasional basis.
• Ability to possess and maintain a valid driver's license to include a safe driving record satisfactory to the company.
