Job summary

ECS Group of Companies in Pensacola, FL seeks a Senior Project Manager to lead our Natural Resources Environmental team. You will oversee environmental permitting, NEPA support, coastal and marine resource management, and waterfront infrastructure projects across Florida.

The ideal candidate brings 10+ years of federal project experience, strong coordination with USACE, FDOT and coastal agencies, and a proven ability to grow client relationships, mentor staff, and deliver multi-million dollar

Qualifications

• Bachelor and/or Master of Science in Environmental Engineering, Geology, Environmental Science, Natural Resources, Biology, Marine biology, or other degree relevant to environmental consulting.
• Minimum 10 years of related experience.
• License preferred: PWS, ASCA/Arborist, PE, PG, or AAUS Certified Diver following EM 385-1-1 guidelines.

• Drive new business acquisition through networking, referrals, and industry engagement
• Manage natural resources projects from proposal through completion
• Prepare scopes of work, fee proposals, schedules, technical reports, and permit applications
• Manage project budgets, invoicing, and project performance
• Serve as a primary client contact and coordinate agency efforts
• Mentor junior staff and support technical team development
• Help grow the marine-focused operations and scientific diving team
• Collaborate with leadership to define and execute market growth strategies

Job description

Engineering Consulting Services (ECS) is seeking a Senior Project Manager to lead and grow our Natural Resources Environmental team in the panhandle. This position focuses on environmental permitting, NEPA support, coastal and marine resource management, waterfront infrastructure, transportation projects, and environmental compliance for public and private sector clients throughout Florida.

The ideal candidate will bring strong experience supporting federal projects, waterfront development, ports, dredging, coastal resiliency, and marine construction. USACE, NEPA, coastal permitting, marine environmental compliance and FDOT experience are strongly preferred.

Key Responsibilities

Required Qualifications

• Bachelor and/or Master of Science in Environmental Engineering, Geology, Environmental Science, Natural Resources, Biology, Marine biology, or other degree relevant to the practice of Environmental Consulting
• Minimum 10 years of related experience
• Professional Wetland Scientist (PWS), Professional Arborist, Professional Engineer (PE), Professional Geologist (PG) license preferred, or AAUS Certified Scientific Diver following guidelines in EM 385-1-1

Preferred Skills And Abilities

• FDOT project experience the PD&E process and ETDM coordination
• NEPA experience with Categorical Exclusions (CE), Environmental Assessments (EA), and Environmental Impact Statements (EIS)
• FEMA EHP coordination
• USFWS, NOAA, and FWC coordination
• USACE permitting experience including 404 permitting
• FDEP permitting including CCCL permitting
• Water Management District Permitting experience
• Existing agency and client relationships
• Ports, dredging, and coastal resiliency experience
• Assessment of benthic and aquatic vegetation
• Protected species monitoring
