Job summary

VESTRA Resources, Inc. seeks a Regulatory Compliance Specialist to support permitting and compliance projects, including active/abandoned mine compliance and stormwater management. The role blends office tasks with fieldwork and requires effective communication with clients and agencies.

The position is full-time, based in Redding, CA, with some travel. A BS in environmental science or related field is required; MS and licensure preferred, and 2+ years in environmental consulting are expected.

Qualifications

  • B.S. degree in environmental science or related field required.
  • M.S. preferred; licensure encouraged.
  • 2+ years environmental consulting or related industry required.
  • Equivalent education/experience considered.
  • Experience with deliverables, schedules, budgets, and client communications.
  • Familiarity with CA and Federal regulatory framework (RWQCB, DTSC, CEQA/NEPA, CERCLA, CWA, RCRA) and related topics.
  • Industrial stormwater experience; QISP certification.
  • Strong references; team player; excellent communication and organizational skills.
  • Physically capable of field work; lifting up to 50 lbs; travel as needed.

Job description

VESTRA Resources, Inc. is looking for a committed, innovative individual that enjoys environmental regulatory and technical challenges, has a desire to solve problems, and likes to think outside of the box to join our environmental and engineering services team as a Regulatory Compliance Specialist.

This person will assist with or manage projects associated with permitting and compliance, active/abandoned mine compliance, stormwater management, and other environmental compliance issues for public and private sector clients.

Projects include a mix of office and fieldwork responsibilities. Fieldwork tasks include, but are not limited to, field data collection; ability to locate positions and plot locations in difficult steep terrain; familiarity with global positioning systems (GPS) electronic data recorders; determination of ordinary high-water mark, wetland delineation; documenting activities onsite and directing subcontractors. Office tasks include, but are not limited to, client and agency communication, data reduction, computing and statistical techniques, and coordinating logistics for field efforts.

Primary Responsibilities include:

Schedule/location of position:

This is a full-time, 40 hours/week, benefited position. This position will require occasional overtime. If you are asked to work beyond 8 hours in a day or 40 hours in a week, we provide overtime compensation in accordance with state and federal law. This is an in-person position that will report to our office location in Redding, California, with some travel required for field assignments. Travel for project sites and tasks for this position are generally within 3 hours of VESTRA's office location and same day assignments; occasional overnight travel may occur. Please note that relocation assistance is not provided for this role.

Qualifications include:

  • B.S. degree in environmental science, hydrology, geology, biology, agricultural science, forestry, chemistry, engineering or related technical field required.
  • M.S. and ability to obtain professional licenses preferred.
  • Minimum of two (2) years environmental consulting or closely related industry required.
  • Any combination of equivalent education and experience will be considered
  • Experience preparing project deliverables, managing projects schedules and budgets, and communications with clients.
  • Experience with and demonstrated interest in the California and Federal regulatory compliance framework, including:
    • California Titles 14, 23, 26 and 27 and related guidelines for water-related site cleanup and remediation regulations compliance issues in the state (RWQCB and DTSC),
    • Waste classification and disposal regulations (RWQCB and DTSC),
    • Environmental review (CEQA and NEPA),
    • CDFW requirements,
    • Mining/abandoned mine regulations (SMARA/DMR and RWQCB), and
    • Federal regulatory framework including CERCLA, CWA (including NPDES and ACOE subsections), and RCRA.
    • Experience with industrial or construction stormwater.
    • Qualified Industrial Stormwater Practitioner (QISP) Certification.
    • Strong personal references demonstrating ability and commitment as a team player and skill in handling interpersonal relationships
    • Requires excellent oral and written communication skills and organizational skills
    • Self-motivated, strong initiative and work ethic, positive and energetic attitude
  • Knowledge and experience with Windows, Internet Browsers, MS Office Suite, including Word Excel, PowerPoint, and Excel.
  • Must be physically and mentally capable of working in a wide range of physical and environmental conditions (e.g. off trail rugged hiking, remote locations). This position may include individual/solo field assignments.
  • Ability to lift and move approximately 50 lbs., work in the field, interpret maps and use GPS, operate a 4-wheel drive truck and ATV, and operate and calibrate field measurement equipment.

The pay summary for this type of position is $66,560 - $90,000 annually, and will be assigned based on the candidates' qualifications and experience applicable to the position. Classification and salary may be higher based upon applicable qualifications and experience, graduate and post graduate studies, or professional licensing, and other business and market factors.
