Description

Burns & McDonnell is seeking an Environmental Project Manager to manage environmental permitting and due diligence projects throughout the Texas and Gulf coast region. This position will require a thorough knowledge and understanding of the federal, state, and local permitting requirements associated with the development and construction of projects in market sectors such as oil and gas, electric, and renewables.

Environmental Project Manager skills and responsibilities include:

  5. Business Development: Candidate will have the ability to lead proposal opportunities, accurately develop cost estimates, develop and participate in client-facing presentations, and develop/manage/maintain relationships with clients (internal and external).
  6. Job Knowledge: Candidate will have an excellent understanding of regulations and requirements to successfully execute projects and be able to guide clients through challenging and changing regulatory environments.

Additional responsibilities include:

  1. Thorough understanding of and able to provide guidance on the Clean Water Act, National Environmental Policy Act, and Endangered Species Act. Additional experience working with the Federal Energy Regulatory Commission preferred.
  2. Thorough understanding of and able to provide guidance on regulatory requirements associated with, but not limited to, the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Services, Natural Resources Conservation Service, Texas Commission on Environmental Quality, Texas Parks and Wildlife Department, Railroad Commission of Texas, Louisiana Department of Wildlife and Fisheries, and Louisiana Department of Environmental Quality. Additional experience working with regulatory agencies outside of Texas and Louisiana preferred.
  3. Experience working with engineering and construction teams to integrate environmental regulatory requirements into projects, both pre- and post-construction. Additional experience working on EPC projects preferred.
  4. Leading project teams on a variety of tasks, including completion of field surveys, environmental permitting with federal, state and local agencies, review of necessary project reports and materials.
  5. Demonstrate an excellence in technical writing and the ability to review and provide feedback on technical documents.
  6. Daily interfacing with various agencies to obtain approvals, submit permit applications and prepare responses in a timely manner.
  7. Daily interfacing with clients to develop relationships, build business, and expand services to new clients.
  8. Manage work within budget and schedule expectations for each project.
  9. Applying technical and creative solutions to environmental permitting and due diligence.
  10. Advising clients of appropriate strategies to obtain permits and maintain compliance with regulations and permit conditions.
  11. Publication of technical papers and delivering presentations at conferences.
  12. Travel may be required as necessary and required by project or client commitments.
  13. Assist with the development of internal and external reports including, project budgeting, cost reports, project cash flow forecast, and project status reports to all stakeholders.
  14. Participate in internal and external project risk reviews and consult with Legal Department as required.
  15. Adhere to Burns & McDonnell’s safety programs, trainings, and policies, as well as promote and manage the Safety & Health performance of project team members and subcontractors.
  16. All other duties as assigned.

Qualifications

  1. B.S. or M.S. in environmental science, environmental planning, or environmental/civil engineering preferred with at least 7 years of applicable experience successfully executing and managing various environmental permitting projects.
  2. Experience in multiple market sectors is a plus with an emphasis on electric utility, renewable, and oil & gas facility markets. The applicant should possess experience in leading negotiations with regulators pertaining to environmental permitting requirements.
  3. The preferred applicant will also possess knowledge of regulations and permitting requirements for wetlands, threatened and endangered species, stormwater, and erosion & sediment control, cultural resources and architectural history, and the National Environmental Policy Act. Technical expertise in one or more of these fields required.
  4. The successful candidate must be self-motivated, detail-oriented, and able to collaborate with a team.
  5. The candidate must be able to demonstrate the ability to manage in a dynamic team environment, work under pressure to meet deadlines, and work effectively and professionally with various audiences (i.e., regulators, public officials, clients, etc.).
  6. Experience with environmental permitting and due diligence in other states throughout the South-Southwest is also desired.

This job posting will remain open a minimum of 72 hours and on an ongoing basis until filled.
