eTech Environmental & Safety Solutions, Inc. is an environmental and safety consulting firm serving oil and gas, chemical, and manufacturing clients across Texas, New Mexico, and Louisiana. We are expanding our air quality practice and seeking a Project Manager – Air Quality to serve as technical lead in our Houston office.
This is a doer/seller role for a self-starter with a “CAN DO” attitude: you will lead air permitting and compliance projects, mentor delivery staff, and grow client relationships as the practice scales.
Key Responsibilities
- Serve as technical air-quality lead in the Houston office, guiding project delivery and mentoring staff.
- Support clients on air quality matters driven by the Clean Air Act and state and local regulations — including evolving reporting programs for emissions quantification and studies, carbon and climate change programs, environmental impact assessments, regulatory analysis and permitting, and compliance solutions.
- Lead client business development in a doer/seller format — client development, scope-of-work and proposal preparation, and client-centric presentations.
- Develop comprehensive permitting and compliance plans for both construction-phase and operational-phase projects, using a strategic, cost-effective, and efficient approach, and lead staff in delivering them.
- Deliver state and federal air quality permits — NSR, PSD, Title V, GHG, and pre-construction and operating permits — and air quality impact assessments involving dispersion modeling and health risk assessment, including preparation of permitting documents, agency engagement, and compliance guidance.
- Prepare emission estimates from site-specific information using approved state and federal calculation methodologies and sound engineering/scientific principles.
- Prepare annual compliance reports (e.g., emission inventories, Tier II, Toxics Release Inventory, greenhouse gas, Title V, NESHAP, MACT, MECT, ect).
- Assist in evaluating air pollution control technologies, including the economic and technical feasibility of control equipment.
- Conduct screening-level and refined-level air dispersion modeling projects.
- Conduct federal and state air quality regulatory reviews and compliance strategy development.
- Participate in environmental compliance audits, as appropriate.
- Execute project performance and budget monitoring and reporting, both internally and externally.
- Serve as an effective interface between the client's project team and the consulting team, conveying technical, schedule, and financial information in a timely, professional manner.
Skills / Qualifications
Required
- Bachelor's degree in Environmental or Chemical Engineering, or a closely related science discipline.
- 5–10 years of experience delivering air permitting and compliance support — from studies and design through construction and operations — in one or more key markets: Oil & Gas (midstream and downstream/refining), Power (generation and transmission/distribution), or Chemical Manufacturing.
- Proven project management skills, including experience managing staff to deliver projects.
- In-depth knowledge of air quality regulations, Title V permitting, NSR, PSD and synthetic minor air permitting, emissions reporting, and federal/state/local air emissions standards.
- Experience working with the Texas Commission on Environmental Quality (TCEQ) air permitting and compliance program.
- Adept at relationship building, team building, and conflict resolution.
- Strong interpersonal, presentation, and writing skills.
- Willing to travel up to 20% to meet project needs.
- Must pass a drug test and background check and maintain a satisfactory driving record in accordance with the Company's driving policy.
Preferred
- Master's degree in Environmental or Chemical Engineering, or a closely related science discipline.
- Direct experience working for an industrial company, ideally combined with consulting experience.
- Air dispersion modeling experience (AERMOD).
- Process/emissions simulation experience (ProMax).
- 40-Hour HAZWOPER certification.
Physical Demands
- Field work in outdoor environments — walking on uneven terrain, climbing stacks, and working at heights.
- Wearing petrochemical-facility standard PPE, including FRCs, steel-toed shoes, and half- and full-face respirators.
