Job summary

Northampton County seeks an Environmental Services Coordinator to administer grant programs and secure funding for solid waste, recycling, and environmental risk reduction efforts, ensuring compliance with EPA/DEP requirements.

The role supports the Director of Public Works, coordinates household hazardous waste events, assists municipalities with recycling initiatives, and communicates with the Solid Waste Advisory Committee and funding agencies.

Qualifications

• Bachelor's degree in Environmental Studies or related field; qualifying work experience substituted on a year-for-year basis.
• At least two years of full-time professional work in administration of recycling/environmental sustainability programs.
• Must possess and maintain a valid motor vehicle operator's license with acceptable driving record.

Responsibilities

• Monitors compliance and provides oversight to the County Solid Waste Plan.
• Serves as the County Recycling Coordinator and organizes household hazardous waste and other recycling events.
• Provides technical assistance to municipalities to enhance residential recycling programs.
• Organizes, convenes, and maintains communication with the Solid Waste Advisory Committee.
• Maintains rapport with stakeholders through meetings with municipal officials, haulers, and landfill operators.
• Identifies unmet recycling needs and coordinates leveraging resources to meet those needs.
• Develops and presents educational programs on waste reduction and environmental stewardship.
• Identifies and assists in applying for new funding to support pollution reduction and smart growth.
• Prepares reports for funding entities, including DEP Daily Activity Log and Act 101 Annual Report.
• Prepares analyses and reports to aid funding recommendations; maintains financial records and documents.
• Prepares contracts with sub-recipients; monitors subgrants through on-site desk audit reviews.
• Conducts environmental assessments and maintains environmental review records for approved projects.
• Assists with reviews/updates to solid waste and recycling program guidelines.
• Compiles information on related efforts and policy issues for public dissemination.
• Responds to inquiries from EPA, DEP, and other environmental agencies and the public.
