Job summary

Arizona Department of Environmental Quality is seeking a results-oriented Environmental Program Manager 2 to lead the Voluntary Remediation Program Unit in Phoenix. Qualifications

  • Bachelor of Science in environmental science, environmental management, environmental/chemical engineering, biology or related field.
  • 5–10 years environmental experience in a regulatory agency, consulting or private industry.
  • 3 years supervisory/leadership experience.

Responsibilities

  • Manage and supervise staff and unit operations, including training, coaching, and disciplinary actions as needed.
  • Oversee the unit budget for staffing, travel, and equipment purchases.
  • Ensure unit compliance with program goals and regulations.
  • Serve as a regulatory resource for staff, stakeholders, customers, and the public.
  • Act as primary decision-maker for unit-level operational and technical issues.
  • Maintain communication through meetings and outreach functions.
  • Respond to information requests regarding compliance and regulatory requirements.
  • Develop process improvements to increase efficiency and output.

Job Summary:

Under the Section Manager's supervision, this position manages unit operations, including staff supervision, training, and performance monitoring. The role ensures work products are technically sound, accurate, and compliant with all State and Federal regulations. Key responsibilities include reviewing technical reports and legal documents, participating in decision-making and problem resolution, championing continuous improvement, developing policies, and managing high-profile projects.

This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

Job Duties:
  • Manage and supervise staff and unit operations, including providing training, coaching, and implementing disciplinary actions as needed.
  • Oversee the unit budget to properly allocate resources for staff training, strategic hiring, travel (in and out of state), and necessary equipment or software purchases.
  • Ensure unit compliance with program goals, state and federal rules and regulations, and grant requirements.
  • Serve as a technical and regulatory resource for staff, supervisors, stakeholders, customers, and the general public.
  • Act as a primary decision-maker for unit-level operational and technical issues.
  • Maintain internal and external communication by attending staff meetings, stakeholder meetings, and outreach functions.
  • Respond to internal and external information requests regarding compliance, enforcement, and general regulatory requirements.
  • Develop and participate in process improvement projects to increase work efficiency, quality, and output across the section.
  • Ensure proper use of performance and flow boards by staff, tracking and reporting applicable agency metrics to upper management.
  • Prepare annual reports and assist with budget projections, expenditures, and report development.

Selective Preference(s):
  • Bachelor of Science degree in the field of environmental science, environmental management, environmental or chemical engineering, biology, hydrology, or other environmental discipline
  • 5-10 years of environmental experience in a regulatory agency, consulting, or private industry
  • 3 years of supervisory/leadership experience
