Job summary

Jacobs is seeking an Environmental Project Manager for the Pacific Northwest Environmental Planning and Permitting Team, based in Portland, OR or Bellevue, WA. You will lead multi-disciplinary teams on NEPA-focused environmental reviews and permitting for transportation, water, energy, and related infrastructure projects.

Responsibilities include client interaction, coordinating with regulators, and mentoring staff, with hybrid work and some travel.

Qualifications

• Bachelor’s or Master’s degree in Planning, Environmental Planning, or related field.
• Excellent written, verbal, and interpersonal communication skills.
• 20+ years’ experience in environmental planning studies, analysis and permitting with NEPA emphasis.
• 15+ years of project and program management experience.
• Familiarity with NEPA, SEPA and related environmental laws and permitting.
• Experience preparing NEPA documents (CE, EA, EIS).
• Proven ability to manage interdisciplinary teams and subconsultants.
• Business development experience with public/private clients and proposal processes.

Responsibilities

• Interface with clients, team members, regulators, and tribal representatives across project stages.
• Lead preparation of NEPA-compliant documents.
• Develop approaches to NEPA compliance and other environmental laws.
• Staff and manage interdisciplinary teams.
• Mentor early and mid-career professionals.
• Develop scopes, schedules, and budgets for projects over $300k.
• Lead or assist with bid proposals and presentations.
• Support regional business development priorities.
• Identify and mitigate project risks.
• Provide regulatory permitting expertise and coordination.
