Job summary

The City of Gilroy is seeking an Environmental Programs Analyst to support environmental compliance and sustainability initiatives. This full-time, exempt role reports to the Environmental Programs Manager and involves managing programs, budgets, regulatory reporting, and stakeholder coordination.

Primary responsibilities include SB 1383/Organics compliance, MS4 permit work, data management, and cross-department coordination.

Qualifications

  • Bachelor's degree in Environmental Engineering, Environmental Science, Environmental Planning, Public Administration, or related field (Master's preferred).
  • Five years of progressively responsible professional analytic/administrative experience in sustainability or environmental programs, including two years at journey level with supervisory duties.
  • Strong computer skills: word processing, spreadsheets, databases, presentations, and email.
  • Valid California Driver License with safe driving record.
  • Evenings/weekends may be required for events/meetings.
  • Commitment to ongoing education and training.
  • Background check and drug screen required.
  • Bilingual English/Spanish desired but not required.

Responsibilities

  • Conduct field inspections, monitor regulatory compliance, maintain program data, and prepare technical reports.
  • Coordinate with regulatory agencies, contractors, consultants, and the public; support outreach and education efforts.
  • Research environmental issues, develop recommendations and policies, and coordinate projects across City departments.
  • May supervise full-time/part-time staff, interns, volunteers, and consultants.

Salary $8,429.17 - $11,577.50 per month Plus Excellent Benefits

In addition, 3% range extension is available once an employee reaches the top of the salary range. Per the MOU, placement in the range extension is based on one year at top of range, good work performance, and completion of five years of service. This is anon-site position, that actively supports department operations.

Opportunity to work a 9/80 work schedule with every other Friday off.

About the Position

The City of Gilroy is seeking a qualified professional to serve as an Environmental Programs Analyst. This is a full-time journey-level, exempt position that performs independent, professional-level analytical and program management work in support of the City's environmental compliance and sustainability initiatives. Under the general direction of the Environmental Programs Manager, the Analyst manages a variety of environmental programs, projects, budgets, research, regulatory reporting, and administrative assignments requiring sound judgment, strong analytical skills, and a thorough understanding of applicable laws, regulations, policies, and procedures.

Primary responsibilities include administering and ensuring compliance with SB 1383 Organics Recycling requirements, the Statewide Trash Amendments, and the Municipal Separate Storm Sewer System (MS4) Permit. The position conducts field inspections, monitors regulatory compliance, maintains program data, prepares technical reports, coordinates with regulatory agencies, contractors, consultants, and the public, and supports community outreach and education efforts. The Analyst also researches and evaluates environmental issues, develops recommendations and policies, coordinates projects across City departments, and monitors changes in environmental regulations. Depending on operational needs, the position may supervise full-time and part-time employees, interns, volunteers, and consultant.

The Ideal Candidate Will Have:
  • Knowledge of environmental programs, regulatory compliance, or sustainability initiatives.
  • Strong organization and follow-through when managing multiple priorities and deadlines.
  • Clear, professional communication skills with the public, coworkers, and partner agencies.
  • Ability to work independently and conduct field inspections and site visits.
  • Attention to detail in data tracking, documentation, and reporting.
  • A customer-service mindset with the ability to problem-solve and de-escalate concerns.
  • Adaptability and willingness to learn new regulations, systems, and tools.
  • Experience or familiarity with MS4 stormwater or SB 1383 programs (desirable).
  • Intermediate Excel or database tracking skills.
  • Initiative, reliability, and a commitment to public service and environmental stewardship.
First Year Projects and Impact:
  • Support and help implement the City’s Track 2 program under the statewide trash provisions, including coordination, documentation, and compliance tracking.
  • Lead or support development of standardized cost reporting for the MS4 program to improve budgeting, reporting consistency, and program transparency.
  • Assist with implementation and ongoing compliance efforts related to SB 1383, including coordination with internal staff, haulers, and external partners as needed.
  • Represent the City on the Recycling and Waste Reduction TAC and strengthen the intern program through oversight, training, and workflow development.
Requirements, Training, Experience and Qualifications:
  1. Bachelor's Degree from an accredited college or university with major course work in Environmental Engineering, Environmental Science, Environmental Planning, Public Administration, or a closely related field as deemed acceptable by the City. Master’s degree from an accredited college or university is highly desirable.
  2. Five (5) years of progressively responsible professional analytical or administrative experience in sustainability, environmental programs, or a closely related field, including at least two (2) years at the journey level with supervisory/lead responsibility. Experience in a public agency and additional directly related professional experience are highly desirable.
  3. Strong experience in utilization of computers including word-processing, spreadsheet, database, presentation (PowerPoint or Prezi) and e-mail communication applications.
  4. Possess and maintain a valid California Driver License and a safe driving record necessary to operate assigned vehicle(s).
  5. May be subject to work evenings and weekends when participating in community events or attending meetings.
  6. Willingness to continue education and training by learning new skills as changes occur. Expand skills by taking additional courses and attending seminars, workshops, and individual study.
  7. Pass an employment background check to include a Department of Justice criminal record check.
  8. Pass a post-office medical evaluation and drug screen.
  9. Prefer non-tobacco user.
  10. Bilingual English/Spanish desired but not required.
