The Prince George’s County Department of The Environment is currently seeking qualified applicants to fill an Environmental Planner III, (Planner 3A) grade A27 position, in the Sustainable Waste Management Division.

About the Position

This is a full-performance level environmental planning position in the Sustainable Waste Management Division. The incumbent is responsible for assisting in the fulfillment of the Department/Section responsibilities with emphasis on developing environmental plans and programs for solid waste management. This position is essential to the County’s ongoing solid waste management and recycling efforts. The incumbent develops and implements programs that address specific solid waste management needs and expands recycling and composting opportunities across schools, multifamily properties, nonprofits, businesses, and special events. The position also maintains critical reports related to the County’s waste diversion efforts, facility licensing, collection vehicle permits and Source Reduction activities, ensuring the County can monitor program performance and meet operational and reporting requirements.

About the Agency

The Department of the Environment works for a healthy, beautiful and sustainable County through programs that provide clean water, flood control, recycling and waste management, litter prevention, sustainable animal management and pet adoption in partnership with residents and other stakeholders. Some of our core services include providing clean water services (Stormwater Management Division); flooding prevention for buildings and structures (Sustainability Division and Stormwater Management Division); collecting, processing and diverting waste from the County-operated landfill, commercial facilities and householders (Resource Recovery Division); providing sustainability services to reduce greenhouse gas and emission (Sustainability Division); and facilitating pet adoptions, managing an animal holding facility, issuing pet licenses, investigating cruelty complaints and conducting humane outreach and education events (Animal Services Division).

• Participates in the development of policies and procedures for enhancing the County’s Recycling, Composting, and Source Reduction Programs.
• Maintains reports on recycling, composting and waste diversion efforts.
• Assists with developing educational and informational materials on recycling and composting and provides technical assistance to the commercial sector in establishing and improving recycling and composting programs.
• Engages with business/commercial properties to ensure compliance with Recycling Legislation Council Bill CB-87-2012 and provides recycling or technical assistance to the businesses in development of recycling or composting programs.
• Represents the Division at meetings with the public and/or with other governmental entities to advance County policies and initiatives on solid waste recycling and composting pertaining to residential/commercial sectors.
• Performs research and prepares studies and devises plans with cost analysis for introduction of new waste diversion opportunities within the County.
• Researches appropriate funding sources for grant application to advance recycling and promote source and waste reduction strategies.
• Plans Special Events, designed to promote and increase recycling rates, including scheduling of location, date, time, resources needed, advertisement and outreach materials to notify the public.
• Assists in contract management of recycling, compost and waste diversion contracts, including municipal recycling agreements.
• Reviews and process contracts and amend documents from the contractor and various County agencies.
• Reviews and process invoices for payment in accordance with contract documents.
• Willingly and cooperatively performs a variety of duties and responsibilities which may not be stated herein but are within the scope of tasks typically associated with the employee's class of work
• Complies with all motor vehicle laws and Departmental regulations.

Minimum Qualifications

• Bachelor's degree in urban and regional planning, public administration, economics, business administration, political science, environmental science, public health or other closely related fields.
• A minimum of two (2) years of professional planning/program development experience in environmental planning.
• Possession of a valid state issued driver's license.

Any equivalent combination of relevant training, education and experience may also be considered.

Preferred Qualifications

• Demonstrated knowledge and experience of methods and requirements for best management practices (BMPs) and programs aligned with recycling, source reduction, solid waste management, and environmental sustainability.
• Ability to address inquiries in a responsive and thorough manner, with a willingness to ensure that all necessary information has been obtained and to ask any follow-up questions that may be necessary.
• Ability to foster and approach tasks with a team-focused mentality and the ability to successfully and fruitfully engage with coworkers with a wide variety of work styles and skill sets.
• Strong attention-to-detail and organizational skills.
• Demonstrated ability to be flexible and adaptable to change.
• Advanced experience with Microsoft 365 Office applications, including proven strength in the use of spreadsheets, database and presentation applications, including Microsoft Excel, Word, Outlook and PowerPoint and One Drive and SharePoint.
