Job summary

David Evans and Associates, Inc. is seeking an Environmental Permitting Project Manager/Client Team Leader in Portland, OR.

This role leads environmental permitting, compliance, and client relationships across Oregon and SW Washington, guiding multidisciplinary teams to deliver compliant, sustainable infrastructure projects. The ideal candidate has 10+ years in environmental planning and permitting, with strong business development acumen and NEPA/SEPA experience.

Qualifications

• Bachelor’s degree in biology, ecology, environmental science, environmental engineering, planning, or related field with focus on environmental compliance, permitting, and natural resource management.
• 10+ years in environmental planning, permitting, and compliance with regulatory approvals and impact assessment.
• 5+ years in client management or business development in Oregon and SW Washington.
• Experience with NEPA/SEPA documentation, state and federal permitting, impact assessments, and GIS applications.

Responsibilities

• Lead permitting, compliance, and monitoring projects while ensuring regulatory adherence and high-quality service.
• Mentor project teams and foster a culture of technical excellence in environmental planning and ecological assessments.
• Manage project budgets, oversee contract negotiations, and support revenue forecasting.
• Drive growth strategy for Environmental Planning & Compliance in Oregon and SW Washington and build client relationships.
