Job summary

The Department of Environment, Great Lakes, and Energy (EGLE) in Michigan seeks a leader to manage the Enforcement Unit, develop escalated enforcement actions, and work with the Enforcement Review Team to evaluate referred cases. Job description

This position is responsible for managing staff in the Enforcement Unit (EU). EU staff develop and manage cases for escalated enforcement actions. This position is also responsible for working with the Enforcement Review Team to review and evaluate referred cases for potential escalated enforcement actions. This position actively works with DWEHD staff, Department of Attorney General (DAG), and USEPA, as needed, to faciliate escalated enforcement actions of active cases where program and district staff have been unable to achieve compliance with statutes and rules in the following programs:

• Public Water Supplies, regulated under the Safe Drinking Water Act, 1976 PA 399, as amended;
• Certified Drinking Water Operators, regulated under the Safe Drinking Water Act, 1976 PA 399, as amended;
• Septage Waste Haulers, regulated under Part 117, Septage Waste Services of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended;
• Campgrounds and Swimming Pools, regulated under Part 125, Campgrounds, Swimming Areas, and Swimmers' Itch, of the Public Health Code, 1978 PA 368, as amended; and
• Water Well Construction, regulated under Part 127, Water Supply and Sewer Systems, of the Public Health Code, 1978 PA 368, as amended.

Oversee annual and periodic reporting obligations about escalated enforcement activities to the USEPA, the Legislature, and EGLE Executive Office. Periodically review escalated enforcement related policies, procedures, guidance, and regulatory documents to determine if revisions are necessary to ensure consistency with rules and regulations.

Position Description

The work location for this position is the Deborah A. Stabenow Building in Lansing, MI. However, the selected candidate may be eligible for a hybrid work schedule (combination of remote and in-person). Employees approved for schedules that include remote work must complete that work within Michigan. Relocation expenses are not reimbursed. When working remote, employees must use a designated workspace that is safe and professionally appropriate, allows for privacy, minimizes distractions, and includes secure internet access. Education

Possession of a bachelor's degree in the physical sciences, biological sciences, resource management, sanitary science, environmental health, engineering, geology, or in geological, petroleum, or mining engineering.

Experience

Five years of professional experience in an engineering or scientific field carrying out geological and/or environmental activities to protect, develop and maintain natural resources; working in an environmental protection program; or, enforcing environmental health or environmental protection laws, including three years equivalent to the experienced (P11) level, two years equivalent to the advanced (12) level, or one year equivalent to a 13-level specialist or manager.
