Job description

The Environmental Manager ensures Hunt Refining Company complies with applicable environmental regulations at all facilities. This role leads the development, implementation, and continuous improvement of environmental programs, including air quality, wastewater, stormwater, waste management, and soil and groundwater protection, while working with Operations, Maintenance, and Engineering to incorporate environmental stewardship into daily refinery operations. The Environmental Manager also serves as the company’s primary environmental subject matter expert and main point of contact for regulatory agencies in environmental matters.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Maintain compliance with all environmental permits, including Title V/Clean Air Act air permits, NPDES stormwater and wastewater permits, RCRA hazardous waste authorizations, and SPCC plans. Manage permit renewals, modifications, and new applications in coordination with state and federal regulatory agencies, including EPA, ADEM, MDEQ, and other applicable agencies. Serve as the primary contact for regulatory inspections, audits, and enforcement matters. Oversee the preparation, review, and submission of all required environmental reports, including emissions inventories, discharge monitoring reports (DMRs), Toxic Release Inventory (TRI/Form R), annual hazardous waste reports, and Benzene Waste Operations NESHAP (BWON) compliance documentation. Make required regulatory notifications and represent Hunt Refining Company in meetings with regulatory agencies and industry groups.

Oversee refinery air emissions monitoring programs, including Leak Detection and Repair (LDAR), fenceline monitoring, and CEMS/PEMS operations. Evaluate operational changes for impact on permit thresholds and initiate applicability determinations as needed. Manage wastewater discharge monitoring programs. Administer solid and hazardous waste programs, including waste characterization, manifesting, disposal vendor oversight, and annual reporting. Administer stormwater pollution prevention plans (SWPPPs).

Develop and deliver environmental awareness and compliance training for refinery personnel. Lead internal environmental audits and implement corrective actions. Drive continuous improvement in key environmental performance indicators, including emissions intensity, waste minimization, and water quality. Support corporate sustainability reporting and environmental stewardship goals. Lead the response to environmental incidents and releases, including regulatory notification, investigation, and root cause analysis. Oversee ongoing soil and groundwater remediation programs at company facilities. Implement preventive measures following environmental events. Participate in budget preparation, budget tracking, and capital project reviews for environmental compliance projects.

Support managers at all HRC locations with their environmental responsibilities. Coordinate with Management, Operations, Maintenance, Engineering, and other employees to meet environmental responsibilities. Supervise and evaluate the work of environmental group employees. Provide training and cross-training for group employees to ensure regulatory tasks are completed accurately and on time.

Participate in industry groups such as API and AFPM to stay current on environmental issues. Maintain awareness of available consulting services and relationships with consultants who can provide support. Build and maintain regulatory and industry relationships that support environmental compliance across Hunt Refining Company and its subsidiaries. Monitor regulatory developments, provide input when appropriate, and keep management informed of changes affecting the industry.

EDUCATION and/ EXPERIENCE

Bachelor's degree in a technical field from a four‑year college or university. Minimum of seven (7) years of environmental compliance experience with at least three (3) years in a petroleum refinery, petrochemical facility, or comparable heavy industrial setting. Working knowledge of the Clean Air Act (CAA), Clean Water Act (CWA), RCRA, EPCRA, and SPCC regulations required. Must have demonstrated experience managing Title V air permits and NPDES permits. Proven track record managing regulatory agency relationships. Strong written and oral communication skills required, including ability to prepare technical reports, permit applications, and regulatory correspondence. Must have computer literacy and be accomplished in word processing and spreadsheet software programs. Ability to comprehend, interpret, and evaluate technical and regulatory writings. Understanding of refinery processes and operations sufficient to determine regulatory applicability.

CERTIFICATES, LICENSES, REGISTRATIONS

Must have a valid driver's license. Will be required to obtain a valid TWIC card (Transportation Workers Identification Credential). Experience with Environmental Management Systems is preferred.
