Job summary

Frederick County Government is seeking a skilled environmental inspector to conduct on-site inspections of County projects and private sites under DEE authority. The role involves enforcing BMPs, reviewing restoration plans, and producing detailed inspection reports with电子 field tools.

Job description

Non-exempt (compensatory and/or overtime eligible; additional compensation to include steel/composite toe safety boots and a winter coat. In addition, the Department provides up to $1,000 in job-related training); full-time; 40 hours per week; Monday – Friday; 8:00 a.m. - 4:30 p.m.; full-benefits; partial teleworking schedule may be available in accordance with Division policies.

This skilled technical position is responsible for National Pollutant Discharge Elimination System, (NPDES) Municipal Separate Storm Sewer System (MS4), and NPDES Industrial General Permit compliance inspection and enforcement on publicly and privately owned sites within Frederick County and under the authority of the Division of Energy and Environment (DEE). Supervision is received from the Stormwater Department Head within that Division.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception.

RESPONSIBILITIES

• Conduct on-site inspections and enforcement of:
  • Triennial inspections of County-owned stream restoration projects, grass, green infrastructure, and other "alternative practices" as defined by the Maryland Department of Environment in the "Maryland Stormwater Design Manual" and "Accounting for Stormwater Waste load Allocations and Impervious Acres Treated" guidance
  • Frederick County's reforestation programs, Creek ReLeaf, triennial inspection and private easement enforcement
  • DEE funded Stormwater Best Management Practices installation and long-term maintenance
  • Provide inspection assistance to the Illicit Discharge Detection and Elimination Program, Stormwater Pollution Prevention Plan (SWPPP), and Good Housekeeping Plan, including use of Hach test kits
• Read and review stream, wetland, reforestation, and other BMP restoration plans
• Prepare and maintain detailed inspection reports on each assigned project and/or other incident response
• Use electronic field tools like ArcGIS Survey123, ArcGIS collector, and Cartegraph; recommend updates and modifications as requirements evolve
• Issue Violation Notices, Civil and/or Criminal Citations as necessary to gain plan/code compliance
• Respond to citizen complaints or inquiries into Environmental issues within DEE jurisdiction
• Perform other duties as assigned

QUALIFICATIONS

• High school diploma or equivalent
• Minimum of 3 year of work experience in environmental inspection or a related regulatory compliance field
• Possession of valid drivers license

• Knowledge of the current Maryland Standards and Specifications for Sediment Control
• Intermediate knowledge of MD 378 Dam Safety Specifications
• Knowledge of the Maryland State Forest Conservation Manual
• Knowledge of construction materials, equipment, tools, and methods related to the above
• Knowledge of civil engineering practices, mathematics, stages of construction and testing procedures
• Ability to read and interpret blueprints, plans, cut-sheets and specifications
• Ability to exercise sound technical judgment in the performance of assigned duties
• Ability to effectively access and utilize computerized systems and equipment
• Ability to write daily inspection reports, field notes, and complete site documentation
• Ability to effectively utilize modern software applications, including word processing, spreadsheets, presentations, databases, and email systems
• Ability to develop and maintain effective working relationships with co-workers, contractors and the general public
• Strong and effective spoken/written (English) communication skills including the ability to write and maintain clear, concise records

PREFERENCE MAY BE GIVEN TO

• Related work experience at the local government level in stormwater
• Work experience in project management and time management
• Work experience in water quality sampling

PHYSICAL REQUIREMENTS / WORKING CONDITIONS

• While working in this position, the employee is required to frequently sit, walk and drive; occasionally climb; rarely stoop/kneel/crouch, and lift up to 20 pounds
• While working in this position, the employee is required to frequently work indoors and outdoors; occasionally walk on uneven ground and near machinery; and rarely in hot (above 100 degrees) and cold temperatures (below 32 degrees), in dirty and noisy environments, in confirmed workspaces, at heights, below ground level, near chemicals or fumes and protective equipment required

• Available for varied working hours as needed and on-call emergency situations
• Ability to obtain, and maintain certification refreshers
