Main Purpose of Job

The main purpose of this full-time Environmental Health Specialist Program Supervisor position is to assist in promoting all aspects of Environmental Health while enforcing all applicable State and Local Environmental Health laws and regulations.
The EHS Program Supervisor will monitor and engage with the delegated programs from the Maryland Department of Health to the Talbot county Health Department's Office of Environmental Health. Programs include, but are not necessarily limited to the Well Program, Land Development Programs, On-Site Sewage Disposal Systems, Building Permits Program, and Open Burning Program.

MINIMUM QUALIFICATIONS
  • Education: Determined by the Maryland Board of Environmental Health Specialists under the licensing requirements for Environmental Health Specialists.
  • Experience: Three years of experience performing inspections and investigations to ensure compliance with environmental health laws and regulations, including one year in a supervisory capacity.
  • Notes:
    1. Candidates may substitute possession of a Master of Public Health or Master of Science degree from an accredited college or university for one year of the required experience.
    2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
  • Advanced Experience with Environmental Regulations & Soil Evaluation: Advanced experience with Maryland environmental health codes (including COMAR 26.04.02, 26.04.03, 26.04.04, and 26.11.07), as well as strong proficiency in USDA soil classifications, Munsell Color Chart identification, redoximorphic feature evaluation, and Coastal Plain hydrogeology/aquifer systems.
  • Supervisory & Conflict Resolution Experience: Proven experience leading and supervising environmental health staff, managing workload delegation, conducting performance evaluations (PEP), developing Standard Operating Procedures (SOPs), and de-escalating complex regulatory or enforcement conflicts with property owners, applicants, and local officials.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
  1. Candidates for positions in this classification must possess and maintain a current license as a Registered Environmental Health Specialist from the Maryland Board of Environmental Health Specialists.
  2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
