Job summary

Top Prospect Group is seeking a Regulatory Compliance Lead in Connecticut to oversee and audit regulatory adherence across environmental, health, and safety programs. You will manage filings, risk assessments, and safety procedures in collaboration with multiple departments.

Ideal candidates bring 5–7+ years of chemical manufacturing experience, ISO and OSHA familiarity, and strong project-management skills to drive continuous improvement and compliance excellence.

Qualifications

  • BS/MS in Chemical Engineering or Environmental Engineering is required or equivalent experience.
  • 5-7+ years hands-on experience in a chemical manufacturing environment.
  • Experience with OSHA PSM, ISO9001 and ISO14001 is a plus.
  • Experience in multi-tasking, prioritizing complex issues and managing multiple priorities.
  • Proficiency with MS Office and regulatory reporting.

Responsibilities

  • Determine, implement, monitor, and audit adherence to applicable regulations.
  • Oversee OSHA logs and related reporting and compliance activities.
  • Coordinate regulatory filings including Form R, Tier II, Biennial Hazardous Waste, TSCA, IUR, and REACH.
  • Lead risk management and process safety improvements across plants.
  • Maintain and update safety procedures and SOPs; support ISO requirements.

Job description

Salary: $105-115K DOE Plus excellent Benefits Plus Bonus Eligible

Essential Functions:
Regulations and Compliance
  • Determine, implement, monitor, and audit adherence to applicable regulations
  • Manage relationships with government representatives and auditing bodies
  • Oversight of regulatory filings including (but not limited to):
  • Air emission calculations and recordkeeping as required by CT NSR permits
  • Preparation and submittal of environmental reports including Form R, Tier II, Biennial Hazardous Waste, Emission Statements, TSCA, IUR, and REACH
  • Take the lead for risk management and process safety issues
  • Maintain the OSHA 300 Log
  • Review all OSHA-related reports and filings
  • Ensure product labeling meets OSHA/GHS standards
  • Complete CDP and other environmental GHG compliance reporting per customer requirements
  • Work with Intertek to maintain REACH registrations
  • Provide Intertek with annual data for REACH registered products
Internal Auditing
  • Generate reports, monitor data for key safety metrics and post monthly
  • Communicate key safety topics with Senior Leadership Team periodically including:
  • Status of regulatory filings
  • Safety topics - current focus
  • Safety risks and exposure
  • Results of safety audits
  • Accidents or near-misses since last update
  • Action items from last update
  • RCRA Compliance audit review and verification
  • Periodic review and updating company Safety procedures
  • Participate in safety review of Management of Change activities
  • Maintenance and upkeep of the company Contingency Plan
  • Support maintenance and implementation of ISO requirements
  • Oversee and maintain company Methylene Chloride testing program
Safety
  • Develop a foundational knowledge of formulations, unit operations and procedures used to produce core company products
  • Responsible for ensuring compliance with safety and environmental standards according to regulatory requirements (OSHA, EPA, etc.) throughout the end-to-end new product development and scale-up
  • Raw materials overview
  • Plant operations
  • Shipping requirements
  • Provide expertise in the area of process safety and improvements
  • Review and approve new and revised Chemical Operating Procedures (COPs) ensuring proper safety instructions are included
  • Collaborate with Engineering/R&D to ensure safe development/scale up of new and existing products
  • Coordination of waste management and disposal
  • Provide guidance for the company Safety Committee
  • Responsible for the completion of both new employee and recurring safety training
  • Improve safety training by evaluating current processes and looking for opportunities to improve
  • Development and maintenance of Product SDS Program
  • Maintain library for all SDS for company site
  • Prepare and track budget
  • Maintain building security and evaluate needed updates
  • Ensure fire protection systems are operational
Job Requirements:
  • BS / MS in Chemical (preferred), Environmental Engineering or equivalent experience
  • 5-7+ years hands-on experience in a chemical manufacturing environment
  • Proven track record of successful Project Management from initial scoping to final implementation. Project management skills should include demonstrated ability to organize and lead meetings and teams while managing multiple projects.
  • Experience with batch processing of chemicals a plus.
  • Knowledge of and experience with quality and environmental management systems (OSHA PSM, ISO9001 and ISO14001) a plus.
  • Experience in multi-tasking, prioritizing complex issues and independently managing multiple priorities.
  • Proficiency in Microsoft Office
  • Working knowledge of chemical manufacturing work processes (Management of Change, Process Hazard Analysis, Root Cause Analysis, LEAN, etc.) in a manufacturing facility a plus.
  • Demonstrated cross-departmental effectiveness and ability to develop solid interpersonal relationships as a positive, productive problem solver.
