Job summary

The State Water Resources Control Board is seeking an Environmental Scientist to join the Enforcement Unit within the Agricultural and Enforcement Division. The role includes leading enforcement cases, applying penalty methodologies, and coordinating with management and legal staff to develop enforcement orders and settlements.

You will review projects affecting waters of the state for compliance with the Basin Plan, Porter-Cologne, the Clean Water Act and CEQA, including 401 water quality

Qualifications

• Experience enforcing environmental laws and regulations.
• Ability to work cooperatively with an interdisciplinary interagency team.

Responsibilities

• Lead and assist in development of enforcement cases referred from regulatory units.
• Review complaints of threatened or existing nonpoint source pollution and conduct field inspections.
• Develop notices of violation and progressive enforcement actions; coordinate with management and legal staff on enforcement orders and settlements.
• Review proposed projects affecting waters of the state for compliance with Basin Plan, Porter-Cologne, CWA, and CEQA; prepare 401 certifications and discharge requirements.
• Participate in technical and interagency committees, prepare presentation materials, and represent Board policies at hearings and meetings.
