HSG, LLC seeks an Environmental Compliance Water Specialist to support NASA Langley Research Center in Hampton, VA. You will help ensure water quality permits compliance, manage field inspections for stormwater and wastewater, and work with technical teams on regulatory programs.

The role focuses on implementing MS4 and VPDES permits, preparing permit applications, and conducting inspections to ensure adherence to environmental requirements and policies at Langley.

Qualifications

  • Bachelor's degree in environmental science, physical science, or equivalent related field.
  • At least 4 years of relevant experience.
  • Demonstrated experience performing erosion and sediment control (ESC)/stormwater management (SWM) site inspections.
  • Certified Inspector for ESC and SWM from the Commonwealth of Virginia; Dual Inspector acceptable.
  • Demonstrated knowledge of regulations and best practices for oversight of stormwater and wastewater systems.
  • Experience determining regulatory permit applicability and preparing permit applications and documentation.

Responsibilities

  • Support execution, implementation, and compliance with Langley's VPDES permit and HRSD permit, including coordinating sampling and advising on permit compliance.
  • Support MS4 permit implementation and track program results, including annual Langley MS4 Program Plan.
  • Prepare water permit applications and regulatory correspondence.
  • Maintain MS4 records for annual reporting and provide public outreach and training as needed.
  • Assist with plan reviews and site inspections for land-disturbing projects per regulations and approved plans.
  • Complete quarterly outfall inspections and annual MS4 stormwater facility inspections; generate inspection reports and address deficiencies.
  • Assist in compliance with HRSD permits and orders; generate responses and data as needed.
  • Complete and submit environmental field inspection reports within 24 hours of inspections; address issues.
  • Maintain inspection tracking spreadsheets/databases and keep updated.
  • Provide support to other project areas and to other HSG customers when requested.

General Description

Under the guidance of the Langley Project Manager, the Environmental Compliance Specialist provides technical expertise necessary to ensure compliance with NASA Langley Research Center water quality permits (e.g., sanitary, stormwater, industrial wastewater), associated plans, and program elements. The Specialist also supports environmental compliance field inspections and monitors projects (e.g., construction, demolition, land disturbing activities, etc.) to ensure compliance with environmental requirements and applicable policies. review processes.

How You Will Fulfill Your Mission

  • Support execution, implementation, and compliance with Langley's Virginia Pollutant Discharge Elimination System (VPDES) permit and Hampton Roads Sanitation District (HRSD) permit, to include assisting with the coordination and scheduling of all permit-required sampling and providing guidance and recommendations regarding permit compliance.
  • Support implementation and compliance with Langley's General Phase II MS4 permit and any applicable TMDL conditions and/or action plans, including executing the Langley-specific MS4 Program Plan on an annual basis and tracking program results.
  • Prepare water permit applications and regulatory correspondence.
  • Maintain MS4 records for regulatory annual reporting, prepare required public outreach, conduct personnel training, and provide information, guidance, and recommendations for the program.
  • Assist with plan review and perform site inspections on land disturbing projects (in accordance with 9 VAC-25-875) for compliance with Government-approved Plans (e.g., ESC Plans, SWM Plans, Pollution Prevention [P2] Plans, and Stormwater Pollution Prevention Plans).
  • Complete quarterly outfall inspections and annual MS4 stormwater management facility inspections (e.g., bio-retention areas, pavers, green roofs, grass channels) and generate formal inspection reports, noting deficiencies and providing recommendations.
  • Assist in achieving compliance with the HRSD permit and any HRSD Administrative Orders including, but not limited to generating responses and developing data necessary to comply.
  • Complete and submit environmental field inspection reports within 24 hours of project inspections and assist in addressing and closing out inspection issues.
  • Maintain inspection tracking spreadsheets/databases and ensure they are kept up to date.
  • Provide support for other project areas as required (e.g., training; environmental outreach; facility audits; etc.)
  • Provide support to other HSG customers, contracts, and projects when requested.
  • Ensure all work performed is conducted in accordance with applicable regulatory requirements, as well as associated Job Safety Analyses and approved Standard Operating Procedures.

Specific Knowledge/Certification Requirements

Minimum Qualifications

  • Bachelor's degree in environmental science, physical science, or equivalent related field.
  • At least 4 years of relevant experience.
  • Demonstrated experience performing erosion and sediment control (ESC)/stormwater management (SWM) site inspections.
  • Certified Inspector for ESC and SWM from the Commonwealth of Virginia. A Dual Inspector certification will also be accepted.
  • Demonstrated knowledge of applicable regulations and industry best practices related to the oversight and management of stormwater and wastewater systems.
  • Experience determining regulatory permit applicability and preparing permit applications and supporting documentation for submission to regulatory agencies.

Preferred Qualifications

Certified ESC Plan Reviewer from the Commonwealth of Virginia or ability to obtain within 6 months of start date.

Demonstrated experience performing environmental compliance (e.g., RCRA, SPCC, etc.) inspections.
