Job summary

Buzzi Unicem USA is seeking an experienced Environmental Compliance Manager to lead regulatory programs across multiple facilities, ensuring air, water, and waste compliance. The role supports audits, permit filings, and cross-site policy implementation to mitigate risk and improve reliability.

Located in Bethlehem, PA or Festus, MO, the position requires strong communication, analytical, and project-management skills with 5–7 years in environmental compliance and a solid understanding of CAA,

Qualifications

  • Bachelor’s degree required; preferably in Environmental Engineering, Chemical Engineering, Environmental Science or related science
  • A minimum of 5-7 years of experience in the environmental field; with a strong background in air permitting/compliance preferred
  • In-depth knowledge of:
  • • Clean Air Act (CAA), Clean Water Act (CWA), and RCRA
  • • Air permitting, emissions reporting, and regulatory inspections
  • • Continuous Emissions Monitoring Systems (CEMS)
  • Familiarity with cement manufacturing processes and kiln operations strongly preferred
  • Ability to manage competing priorities across multiple sites
  • Strong problem-solving skills with a focus on operational solutions
  • Effective communicator with the ability to work across all levels of the organization
  • Proven ability to influence without direct authority
  • Knowledge of chemical and scientific nomenclature and able to use mathematical calculations

Responsibilities

  • Ensure all assigned facilities maintain compliance with applicable environmental regulations, including air, water, and waste requirements
  • Oversee preparation and submission of required permit applications and reports, including Title V air permits and compliance certifications
  • Provide direct support to plant teams during audits, and regulatory interactions/communications
  • Interpret regulatory requirements and ensure consistent implementation across all sites
  • Support plants in managing emissions of NOx, SO₂, CO, particulate matter, and other regulated pollutants
  • Partner with operations to troubleshoot environmental issues impacting production or compliance
  • Ensures all environmental permits/regulatory plans are renewed in a timely manner and kept current with any applicable facility changes
  • Conduct routine site visits, audits, and gap assessments to ensure consistency and identify risks
  • Share best practices across plants to improve compliance reliability and operational efficiency
  • Develop and implement standardized environmental procedures, tools, and reporting processes among plants and across the company
  • Proactively identify compliance risks and work with plant teams to mitigate them before escalation
  • Keeps aware of environmental regulatory changes with the potential to impact company operation, and communicates these changes to the appropriate company management
  • Provides training for the environmental program; trains and coordinates the environmental management team
  • Coach and support site-level environmental staff and operational teams
  • Serve as the primary environmental resource for environmental engineers and plant managers, CAPEX, logistics and other functional groups
  • Coach and support site-level environmental staff and operational teams
  • Collaborate with engineering and maintenance teams on projects impacting environmental compliance
  • Seeks opportunities to promote and instill an attitude of cost and profit consciousness among subordinates
