Job summary

City of Savannah seeks a Senior Director of Solid Waste to oversee environmental compliance programs, ensuring operations meet federal, state, and local requirements and maintaining records to demonstrate regulatory adherence.

You will lead staff, coordinate with regulators and vendors, perform monitoring and reporting for landfill facilities, and guide strategic initiatives in municipal solid waste management and policy compliance.

Qualifications

  • Bachelor's Degree with four years of environmental-regulatory oversight experience.
  • Must possess and maintain a valid state driver's license.
  • Background investigation and post-offer medical screen required.
  • Ability to interpret environmental laws and guidelines.

Responsibilities

  • Oversees operations and facilities to ensure compliance with environmental laws and permits; maintains compliance records.
  • Conducts visual and field sampling and inspections for multiple facilities and determines compliance.
  • Prepares and submits reports and plans in GEOS and related systems; handles required submissions.
  • Keeps abreast of regulations and communicates schedules to management.
  • Acts as liaison with internal/external partners to resolve issues.
  • Procures services or materials for environmental programs.
  • Liaises with third-party vendors and governmental agencies.
  • Submits reimbursements and gathers records for tire abatement programs.
  • Provides annual staff training for SWPPP and SPCC.
  • Monitors landfill maintenance reports and HWTF reimbursements.
  • Performs other duties as assigned.

Job Responsibilities
  • Provides oversight to ensure operations and facilities comply with all Federal, State, and local environmental laws and regulations; develops, reviews, and maintains records required to demonstrate compliance with applicable permits.
  • Conducts visual and field sampling to include monthly leachate collection, tank inspections, quarterly methane monitoring, and stormwater sampling for Dean Forest Road Landfill (DFRLF), Solid Waste Headquarters, and Bacon Park Convenience Center performs inspections or assessments to determine compliance and provide advice/recommendations regarding compliance issues and corrective actions.
  • Prepares reports (i.e., monthly, quarterly, and annually) and plans for submittal in Georgia Environmental Online System (GEOS) and submits Accidental Discharge/Slug Control Plans to Industrial Pretreatment.
  • Stay abreast of relevant environmental regulations, communicate compliance schedules to department/division management and report operational impacts.
  • Serves as contact with internal and external partners to resolve complaints and/or problems.
  • Procures services or materials for the administration and implementation of environmental programs.
  • Serves and liaison with third-party vendors and governmental agencies.
  • Submit and apply for Scrap Tire Abatement Reimbursement from Georgia Environmental Protection Division (EPD) on behalf of the City of Savannah including gathering records, photos and documentation needed to submit the application.
  • Provides annual staff training for Stormwater Pollution Prevention Plan (SWPPP) and Spill Prevention Control and Countermeasures (SPCC).
  • Monitors landfill and maintenance report for Deptford Tract Site and submits reimbursement for Georgia's Hazardous Waste Trust Fund if applicable (HWTF).
  • Performs other duties as assigned.
Education and Experience

Bachelor's Degree in Environmental Sciences, Engineering, or Public Administration; with four (4) years of experience in environmental science and regulatory oversight; or any equivalent combination of education, training, and experience.

Must possess and maintain a valid state driver's license with an acceptable driving history.

Additional Requirements

Background investigation, including supervised drug screen, post offer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment.

Minimum Standards

SUPERVISORY CONTROLS: The Senior Director, Solid Waste and Division Director, Refuse Disposal assigns work in terms of department goals and objectives. The work is reviewed through conferences, reports, audits, and observation of department activities.

GUIDELINES: Guidelines include the Environmental Compliance schedule; environmental laws and regulations; Georgia Environmental Protection Department Solid Waste Management rules, regulations, and guidelines; Georgia EPD air quality and emission rules/regulations; the Georgia Solid Waste Management Act; Environmental Protection Agency guidelines. These guidelines require judgement, selection, and interpretation in application.

COMPLEXITY: The work consists of varied administrative duties. Strict regulations contribute to the complexity of the position.

SCOPE AND EFFECT: The purpose of this position is to administer solid waste monitoring procedures and environmental compliance monitoring. Success in this position results in compliance with environmental regulations.

PERSONAL CONTACTS: Contacts are typically with co-workers, City employees, State and Federal regulators, consultants, elected and appointed officials, and members of the general public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, provide services, resolve problems, motivate personnel, and justify or defend matters.

PHYSICAL DEMANDS: The work requires sitting at a desk with some light/moderate lifting on occasions.

WORK ENVIRONMENT: The work is typically performed in both the office and field environments.
