Overview

The Clean Water Initiative Program (CWIP) seeks a collaborative and creative team member to help provide our partners with financial and technical resources to implement and sustain clean water projects-a key component of CWIP's mission. Position offers multiple opportunities for skill development in project management, collaboration, and leadership in a supportive team environment. Many duties are shared across the CWIP team to provide collegial support and co-learning. Position will report to the CWIP Grants Supervisor and may include potential to telework within commuting distance.

Funding Program Design: Support design of funding initiatives to restore and protect Vermont's surface waters. Design requires well-coordinated planning, clear communications, strategic engagement with affected stakeholders, creative thinking and inquisitive exploration of status quo. Intentional design ensures funding is accessible and responsive to community needs and will restore and protect Vermont's waters efficiently, in compliance with state grant and contracting requirements. Duty includes assessing need, crafting funding mechanism and agreement terms, and establishing operational procedures and guidance.

Technical Project Management: Serve as a liaison between agreement holders and the State, managing the flow of funds, deliverables, and project progress. This role ensures projects are completed successfully, on time, and within budget. Tasks include Request for Proposal development, proposal scoring and selection, and agreement drafting, negotiating, and execution. Position must uphold detailed record management and maintain regular dialogue with agreement holders to address project challenges. Position promptly reviews and approves technical project deliverables and invoices.

Operations and Communications: Ensure CWIP webpages are current and provide outreach on funding updates. Support State representation in public to advance understanding of and engagement with funding. This may include delivering educational presentations on funding, building relationships with and offering tailored funding solutions to stakeholders, and navigating discussions with diverse and occasionally conflicting perspectives. This may also include coordinating responses to inquiries from the press, legislature, or other federal funding/regulatory partners. Position may also support general funding program operations like Spending Plan and Funding Policy development, agreement staging and monitoring, and financial tracking and reporting.

Crosscutting Team Functions: Support crosscutting CWIP priorities, including assisting the Performance Report core team in annual clean water data compilation and analysis, report drafting/storytelling, and graphics and figures development; incorporation of improved environmental justice, diversity, equity, and inclusion practices and compliance with Vermont's Environmental Justice Law (Act 154); and support continuous improvement efforts. Other duties as assigned.

• Knowledge of diverse clean water-related environmental restoration approaches.

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field.

OR

Bachelor's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.

OR

Four (4) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
