Position Summary: The Enterprise Operations Coordinator plays a vital role in supporting the full scope of responsibilities within the Enterprise Operations team. This position is responsible for engaging school communities and service providers to identify goods and services that support the operations of New York City Public Schools (NYCPS), Non-Public Schools (NPS) and its Central Offices.

The Enterprise Operations Coordinator serves as a key resource to the entire Enterprise Operations team, developing partnerships with community-based service Providers, Schools, Superintendent Support teams, Program Offices, and Vendors to facilitate conversations around establishing formal contracts that support various NYC Public Schools (NYCPS) programs including Community Schools, Career and Technical Education (CTE), the Public Schools Athletic League (PSAL), and Core Curriculum classrooms.

This position will work closely with the Chief Administrator and Directors of the Enterprise Operations Procurement team to provide operational support across all sub-teams; school-based procurements, instructional materials acquisition, and the management of Multiple Task Award Contracts (MTAC). Performs related work.

Key Relationships: All levels of DCP staff, including the Chief and Deputy Chief Procurement Officers, NYCPS Office of General Counsel, Office of Supplier Diversity, New York City Comptroller’s Office, New York City Law Department, New York City Office of Management and Budget, New York City Department of Citywide Administrative Services (DCAS), Mayor’s Office of Contract Services, New York State Office of General Services (OGS), all NYCPS,(NPS), Central Offices, Superintendents' Offices, Division of School Leadership, the Vendor Community, and others as assigned.

Responsibilities

  • Serves as a liaison for the Community-based Service Providers, Office of Equal Opportunity, Office of Supplier Diversity, Superintendents Teams, and the Division of School Leadership, to expand the pool of qualified NYC certified Minority and Woman-owned Businesses (M/WBEs).
  • Works collaboratively with Office of Community Schools, Committees on Special Education (CSE), and Division of Early Childhood Education staff to evaluate and monitor the capacity of community-based organizations that provide Family and Community Engagement support services.
  • Serves as a community liaison to NYCPS and NPS on site tours, compliance, and Early Childhood Field Support Centers on UPK documents and budgets.
  • Coordinates between DCP and community contractors and business representatives to ensure resolution of logistical issues by coordinating monthly meetings to build strong partnerships.
  • Extracts and reviews standard reporting documents and conducts thorough analysis of all documents submitted for review, including M/WBE and unit status reports.
  • Assists with collecting M/WBE statistical information for community-based providers in accordance with Administrative Code 6-129 compliance.
  • Collaborates with school communities and NYCPS program offices to obtain goods and services that support instructional initiatives, system-wide implementation, and strategic alignment with the Chancellor’s priorities.
  • Monitors, tracks, and maintains expenditure reports and invoices for operational fees.
  • Prepares data reports and communicates workflow information to appropriate parties and tracks information with several DCP authorization and tracking systems.
  • Maintains DCP records and files containing data collected from the Contracts Processing System (CPS), Contracts Tracking System (CTS) and SharePoint databases.
  • Assists with coordination, review, preparation, and communication of responses, including providing data for inquiries received from internal and external community stakeholders regarding service providers.
  • Engages with business representatives and community-based providers to acquire required documents e.g., PASSPort Certificate of No Change, Insurance Certificate, doing Business Data Form, etc.
  • Collaborates with Schools and Community-based providers in the preparation of FAMIS submissions to ensure conformity and compliance with NYCPS rules and regulations.
  • Responds to inquiries from community partners by researching historical vendor submission information in various databases, e.g., FAMIS, CTS, CPS and SharePoint.
  • Performs all research and administrative functions related to the above and other duties as assigned.

Qualification Requirements

Minimum

1. A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or

  • High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.

Preferred

  • Knowledge of the contract process and experience administering contracts.
  • Procurement/budget operations experience, including data decision analysis, e.g., cost modeling and procurement-aligned work.
  • Strong communication skills.
  • Excellent interpersonal skills in working with education and non-education personnel internal and external to the NYCPS.
  • Attentive to detail, extremely well-organized, able to work under pressure and meet frequent and changing deadlines.
  • Ability to work effectively as part of a team.
  • Ability to build relationships with diverse constituencies.
  • Proficient in Microsoft Office 365 applications, SharePoint, Adobe Acrobat, Cognos, etc.

Salary

$62,707 (New Hire Rate)

$72,114 - $85,000 (Incumbent - 2 years of full-time continuous City service)

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
