Job summary

Howard University is seeking a Data Governance Manager to lead the enterprise data governance program, ensuring data accuracy, security, and well-defined definitions across academic and administrative functions.

Reporting to the Chief Data and Analytics Officer, you will partner with data owners, stewards, and technical teams to establish standards, maintain data dictionaries, and promote responsible data use across the university. This role drives data literacy and regulatory compliance.

Qualifications

• Bachelor’s degree in Information Systems or related field, with 5+ years data governance experience.
• Strong knowledge of data dictionaries, metadata, lineage, and data quality.
• Experience with FERPA compliance in higher education.
• Ability to translate requirements into clear data definitions.

Responsibilities

• Develop, implement, and maintain the enterprise data governance framework and standards.
• Establish clear data ownership and stewardship across domains.
• Lead development of data dictionary, business glossary, metadata, and data standards.
• Partner with offices and technical teams to define ownership and source-of-truth systems.
• Develop and manage data quality standards, validation rules, and remediation processes.
• Document data lineage, mappings, transformations, and reporting rules.
• Facilitate cross-functional governance groups and resolve conflicts.
• Collaborate with security to define data access, privacy, retention, and security standards.
• Support governance for reporting, analytics, and regulatory needs.
• Monitor adherence and provide updates on governance initiatives and risks.
• Provide training to data owners and users on governance concepts.
• Ensure FERPA and institutional privacy policy compliance.
