The Enterprise Data Engineer is responsible for developing algorithms to help make raw data more useful to the enterprise. The incumbent works closely with software developers, database architects, and data analysts on data initiatives and will ensure optimal data delivery architecture is consistent throughout ongoing projects.
The Enterprise Data Engineer works with intermittent supervision and review and has defined decision-making authority for utilizing independent judgment in the resolution of normal or routine work problems within the scope of authority and responsibility for the position. The incumbent will provide recommendations for resolution alternatives to leadership for review and direction on those work problems involving departures from standard policies, practices and interpretations, or procedures.
Essential Job Functions:
- Creates and maintains optimal data pipeline architecture. Updates and maintains the accuracy and content of organizational data warehouses.
- Assembles large, complex data sets for enterprise level projects crossing many source systems. Identifies, designs, and implements internal process improvements: optimizing data delivery, and/or re-designing infrastructure for greater scalability, etc.
- Builds the infrastructure required for optimal extraction, transformation, and loading of data from a wide variety of data sources using SQL. Builds analytics tools that utilize the data pipeline to provide actionable insights into electronic health records, financial systems, operational efficiency, and other key business performance metrics.
- Develops data base solutions to store and retrieve company information. Designs conceptual and logical data models and flowcharts. Identifies valuable data sources and automates collection processes. Undertakes preprocessing of structured and unstructured data.
- Analyzes and builds predictive models and machine-learning algorithms. Presents information using data visualization techniques. Proposes solutions and strategies to business challenges.
- Demonstrates an exceptional level of customer service, answering and responding to all incoming calls, emails, and inquiries in an active and effective manner, responding to assigned Service Desk tickets and/or ad-hoc requests for support providing information and resolution to these technical inquiries or complaints.
- Works with stakeholders including Senior Leaders, Analysts, Data and Clinical teams to assist with data-related technical issues and support their data infrastructure needs. Creates data tools for analytics team members that assist them in building and optimizing reporting and data analysis.
- Facilitates the definition of project missions, goals, tasks, and resource requirements.
- Resolves or assists in their solution of conflicts within and between projects or functional areas.
- Develops methods to monitor project or system implementation progress; and provides technical corrective actions if necessary.
- Possesses and demonstrates the knowledge, understanding, and specialized technical skills to complete all assigned systems analysis, management, and engineering duties, tasks, and responsibilities, in addition to working successfully with organizational operating systems, and/or business software.
- Assists in making data engineering corrections and testing for validity of results, accuracy, reliability, and conformance to current healthcare standards.
- Demonstrates strong problem solving and troubleshooting skills and the ability to identify trends, challenges, or process improvements that will improve and optimize program or system operation.
- Utilizing organizational programs/software, conducts internal monitoring and reviews of system performance and processing with established sampling standards to ensure system compliance with operational requirements and standards.
- Facilitates the development and implementation of data governance, data quality standards, and data protection standards across the enterprise.
- Collaborates with providers, staff, and management to develop effective corrective action plans for resolution of identified system errors or deficiencies; monitors corrective action plans when implemented.
- Performs and/or completes with the highest standards of excellence all assigned research, processing, analysis and reporting duties, tasks, responsibilities, and assignments for the position.
- Conducts report and dashboard generation and preparation and includes the following processes:
- datamining
- statistical analysis
- verification and cross-reference of findings
- reliability testing
- finalizing report or summary information before documentation and distribution.
- Provides timely educational feedback to internal clients to improve the understanding and individual performance regarding identified errors or deficiencies.
- Effectively interacts with department heads and other internal clients regarding the implementation of, and compliance with, changes to systems operational requirements and/or standards.
- Participates in the effective and efficient communication and distribution of information with organizational leadership and end-users that fosters and maintains an effective and collaborative understanding between Information Technology and Clinical Operations.
Other Duties and Responsibilities:

- Supports El Rio by participating in community events which promote good health, and which contributes to a broader awareness and understanding of El Rio Health and the many services provided to the community.
- Participates in all appropriate health care activities related to El Rio Health on a local, state, and national level to maintain and enhance El Rio’s image with health agencies, professional associations, and the public.
- Ensures and supports the cost-effective use of materials, supplies, and equipment by limiting waste of all organizational supplies and resources.
- Employees must maintain their skills proficiency with El Rio operating systems and/or software programs by adapting to changing requirements and successfully learning and demonstrating new skills in response to software, system, and program improvements or upgrades.
- Performs other duties as assigned.
Minimum Education and Experience:
- Bachelor’s Degree in Business, Management Information System, Computer Information Systems, or a related field from an accredited college or university.
- Five years’ experience working with T-SQL, data architecture, and data governance.
If applicable, equivalent combination of education and experience may be considered, and must be directly related to the functions and responsibilities of the job.
Required Licenses, Certifications, and Registrations:
- Employees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid driver’s license and must comply with Arizona vehicle insurance requirements.
- May be required to complete a technology specific certification related to the Epic data reporting architecture, Microsoft Azure Data Engineer Associate or similar within one (1) year of hire.
This position requires certification(s) within one (1) year of hire. Any extensions due to scheduling conflict/limitation that prevents the individual from meeting this requirement requires prior approval from IT Management.
Preferred Education, Experience, Skills, Abilities:
- Master’s Degree in Business, Management Information System, Computer Information Systems, or a related field from an accredited college or university.
- Seven (7) years’ experience working with T-SQL, data architecture, and data governance.
