Job summary

Bluehawk, LLC seeks a Data Management Support Officer to drive enterprise data strategy and governance across CI and HUMINT programs. You will establish unified data frameworks, support interoperability, and advise senior stakeholders on modernization priorities at the DIA Reston site.

The role requires expertise in data quality, security, and cross-domain data exchange, with demonstrated experience in dashboards and executive reporting. On-site work at the DIA SCIF is required.

Qualifications

• Subject matter expertise in enterprise data management, governance, data engineering or architecture.
• Proven experience establishing data frameworks, governance policies, and data-quality controls with measurable performance.
• Proficiency with analytical tools: Excel, Tableau, Power BI, R or Python.
• Strong understanding of CI/HUMINT operations and mission data.
• Experience analyzing large datasets and delivering metrics, dashboards, and executive recommendations.
• Knowledge of IC and DoD data security, information-sharing and cross-domain requirements.
• Excellent facilitation and written/verbal communication skills.

Responsibilities

• Establish and maintain unified data frameworks, terminology, models, and performance standards across CI and HUMINT executors.
• Develop and enforce data-governance policies covering quality, security, access, compliance, and interoperability.
• Oversee data input/output processes for accurate representation and reliable operational information.
• Maintain data dictionaries, metadata standards, taxonomies, and interoperability documentation.
• Chair or coordinate data-governance working groups with DoD and IC stakeholders.
• Implement data-quality monitoring, validation, cleansing, and continuous-improvement processes.
• Facilitate cross-domain integration and data exchange across NIPR, SIPR, JWICS, and other approved environments.
• Develop metrics, KPIs, dashboards, and analytical products for leadership.
• Analyze executor capability data to identify trends, gaps, anomalies, and optimization opportunities.
• Advise ETO leadership on modernization, resource allocation, and enterprise interoperability.
• Coordinate with tool admins, data scientists, software engineers, and security personnel.
