    Job Description: Enterprise Change Management Office Program Manager

    The Enterprise Change Management Office (ECMO) Program Manager (Senior Lead) is a senior-level position responsible for strategic change management development and execution activities of the ECMO. Experience building or operating a governance function and working within Citi’s risk and control environment is necessary . A good understanding of the strategic, tactical, and cultural elements of change management is preferred. The role will require the ability to position and assimilate ECMO solutions within a regulated, risk management environment . Requires thorough understanding of the strategic direction of the ECMO as it builds and maintains Citi’s Enterprise Change Management Framework. Excellent communication and relationship skills required to influence internally, often at a senior level. Responsible for contributing to the design of a governance model and oversight processes , while supporting consistent execution of change management policies within strategic change domains across Citi. Accountable for tracking and reporting change management outcomes, accomplishments, progress, and capability. With the growth of the ECMO, responsibilities to include management of people, team performance, and planning. Typically, a direct report to a C16 role and function as an integral member of the functional leadership team within a country/site location, job family, or line of business.

    Responsibilities:

    • Supports planning, directing and coordination of day-to-day activities of running a program or portfolio of programs.
    • Manages the pipeline of ECMO Change Governance related efforts.
    • Contributes to the design of the change management governance model and processes.
    • Identifies, nurtures, and manages stakeholder relationships within strategic change domains, businesses and functions supported by the ECMO.
    • Works with stakeholders to ensure Change Management Framework and processes are aligned with and contributing to agreed upon goals.
    • Provide oversight of the relevant reporting processes (e.g., business critical milestones) to ensure quality, efficiency, and accuracy.
    • Drives adherence to program processes, procedures, methods, and standards for program delivery and leverage across the program.
    • Directs the communication of status, issue, and risk disposition to all stakeholders, including senior management, on a timely basis.
    • Directs the identification of risks which impact change management governance and delivery and ensure mitigation strategies are developed and executed when necessary.
    • Manages direct report(s) and evaluates performance.
    • Gather and interpret change initiative health check data and support the development of aligned risk mitigation plans.
    • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

    Qualifications:

    • 15+ years of experience, including 8-10+ years' managerial experience
    • Demonstrate a consistent track record having worked as a Program or Project Manager, Lead, PMO or department head, managing teams and large, strategic cross-functional programs/projects
    • Previous program/project management, consulting, technology and/or management experience with a track record of success
    • Previous experience operating or building a governance function and operating risk and control processes in a regulated environment
    • Strong negotiation, influencing and stakeholder management skills
    • General knowledge of change management frameworks (preference for formal experience or training in CM)
    • Demonstrated ability to manage a team
    • Proven ability to problem-solve and work in high-pressure and ambiguous environments
    • Consistently demonstrate excellent interpersonal relationships and ability to influence via clear and concise written and verbal communication
    • PMP/ equivalent Project Management certification and/or MBA a plus

    Education:

    • Bachelor’s/University degree or equivalent experience, potentially Masters degree and managerial experience
