Lever, Inc. in Linthicum, MD seeks a senior program manager to lead the contractor and subcontractor teams delivering enterprise IT and DoD/IC programs.

You will coordinate enterprise architecture, data, cybersecurity, and DevSecOps activities, briefing government stakeholders and guiding technical teams to meet requirements and schedules. Candidate must have TS/SCI eligibility, PMP, and experience managing complex, government-facing IT programs with strong communication skills and risk

Qualifications

  • TS/SCI clearance eligibility.
  • Active Project Management Professional certification.
  • Experience leading enterprise IT, enterprise architecture, data management, cloud, cybersecurity, or operational support teams.
  • Experience managing contractor and subcontractor personnel in a complex technical environment.
  • Experience supporting DoD, IC, or other Federal IT programs.
  • Knowledge of enterprise architecture, hybrid-cloud environments, data governance, BI, data lakes, APIs, and interoperability.
  • Familiarity with DevSecOps, CI/CD pipelines, IaC, and configuration management.
  • Familiarity with DoD AF, RMF, ATO processes, and DoD 8140 workforce requirements.
  • Experience managing technical requirements, schedules, risks, performance metrics, and deliverables.
  • Strong written and verbal communication, including briefing Government/executive stakeholders.

Responsibilities

  • Provide overall management and oversight of assigned contractor and subcontractor personnel.
  • Serve as the primary contractor point of contact for the directorate.
  • Coordinate enterprise architecture, data, infrastructure, operational support, and related technical activities.
  • Facilitate communication between Government stakeholders and contractor teams.
  • Assign and coordinate work across technical teams and monitor progress against requirements.
  • Track and document requirements, activities, risks, decisions, and performance using industry-standard practices.
  • Ensure services and deliverables meet PWS requirements, quality standards, schedules, and performance expectations.
  • Provide visibility into technical, staffing, contractual, programmatic, and resource risks.
  • Support the Government's financial and business processes without performing inherently governmental functions.
  • Maintain the authority to make binding decisions for the contractor organization in response to Government issues, concerns, and comments.
  • Support enterprise architecture and data initiatives involving cloud and on-premises environments, data governance, business intelligence, interoperability, and system integration.
  • Promote coordination among enterprise architecture, data, cybersecurity, DevSecOps, and operational support teams.
  • Support documentation, reporting, quality control, stakeholder communication, and continuous Government monitoring and evaluation.

What Your Day-To-Day Looks Like (Position Responsibilities)

What You Need to Succeed (Minimum Requirements)
  • TS/SCI clearance eligibility.

  • Active Project Management Professional certification.

  • Experience leading enterprise IT, enterprise architecture, data management, cloud, cybersecurity, or operational support teams.

  • Experience managing contractor and subcontractor personnel in a complex technical environment.

  • Experience supporting DoD, Intelligence Community, or other Federal IT programs.

  • Knowledge of enterprise architecture, hybrid-cloud environments, data governance, business intelligence, data lakes, APIs, and system interoperability.

  • Familiarity with DevSecOps, CI/CD pipelines, Infrastructure as Code, Configuration as Code, and configuration management.

  • Familiarity with the DoD Architecture Framework, Risk Management Framework, ATO or continuous ATO processes, and DoD 8140 workforce requirements.

  • Experience managing technical requirements, schedules, risks, performance metrics, and customer deliverables.

  • Strong written and verbal communication skills, including experience briefing Government and executive stakeholders.
