The Howard County Public School System (HCPSS) is one of the leading school systems in Maryland and the nation. This position is designed for an educator who will work under the supervision of the school principal to design and deliver English Language Development (ELD) instruction to students identified as eligible for ESOL (English as a Second Language).
MINIMUM QUALIFICATIONS
- Bachelor’s degree from an accredited college or university in an applicable field of education.
- Maryland State Department of Education (MSDE) certification: ESOL PreK-12 or ESOL Kindergarten-12.
PREFERRED QUALIFICATIONS
- Knowledge of federal laws protecting education services for students receiving language services.
- Three previous years of teaching experience.
- Combined knowledge of WIDA Standards Framework, TitleIII regulations, and multilingual learner case management.
ESSENTIAL POSITION RESPONSIBILITIES
- Plan and deliver ELD instruction aligned to the WIDA Standards 2020 Framework.
- Differentiate instruction to meet diverse needs of multilingual learners (MLs).
- Collaborate with school staff to select instruction models and schedules.
- Attend team meetings and professional learning communities to share expertise.
- Develop accommodations documentation (ELD plan) in collaboration with other staff.
- Administer initial screening and annual state‑mandated English language proficiency assessments.
- Maintain electronic student files for compliance with local, state, and federal requirements.
- Collaborate with general educators on strategies for MLs.
- Develop and maintain Language Plans for MLs.
- Monitor and track progress of MLs, recently exited and long‑term MLs, adjusting instruction as needed.
- Ensure TitleIII compliance, including data reporting in the student information system and program evaluation.
- Adhere to federal and state guidelines for ML education.
- Maintain accurate records of services provided to MLs.
- Foster a culturally responsive and inclusive classroom environment.
- Promote cross‑cultural understanding and sensitivity among students.
- Stay current with research, best practices, and ELD education trends.
- Communicate regularly with parents/guardians of MLs, providing updates on student progress.
- Share strategies for supporting language development at home.
- Collaborate with general education teachers to provide inclusive instruction for MLs.
SELECTION CRITERIA
Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those who, in addition to meeting the basic requirements, have experience and education that most closely match the position’s needs.
EMPLOYMENT INFORMATION
- 10‑month per year position in the Howard County Educators Association (HCEA) employee bargaining unit.
- Salary based on the HCEA 10‑month Teacher salary scale, adjusted for relevant prior experience.
- Exempt from overtime under the Fair Labor Standards Act.
- Mandatory membership in the Maryland State Retirement Agency (MSRA) pension plan with a 7% contribution.
