The North Carolina Department of Transportation is seeking an Engineering Technician III (Division 6, District 2) to review driveway permits, site plans, and encroachment agreements, and to perform field inspections for compliance with DOT standards.

This role also handles pre-construction meetings, deficiency letters, and coordination with utilities, contractors, and the public. Experience with surveying tools and drafting software is preferred.

Qualifications

  • Associate’s degree in Engineering Technology, Survey Technology or related, plus 3 years of progressive technician experience or equivalent combination.
  • Ability to interpret construction plans, contract provisions and inspection procedures.
  • Strong communication skills for coordination with parties, utility reps and the public.

Responsibilities

  • Process and review driveway permits, site plans, encroachment agreements, subdivisions and road additions/abandonments.
  • Conduct on-site inspections for compliance with NCDOT specifications.
  • Perform pre-construction meetings and issue deficiency letters as needed.
  • Coordinate with utility representatives, contractors and property owners.
  • Assist District during emergencies and inclement weather.

This an advanced level position that will be responsible for the processing and review of driveway permits, site plans, utility and non-utility encroachment agreements, subdivision plans, and road additions/abandonments. This position will perform on-site inspections for compliance to NCDOT specifications for driveway permits, encroachments and subdivisions. Employee will conduct pre-construction meetings with requesting parties. This position will perform field inspections and prepare deficiency letters as it relates to road additions, driveway permits and encroachments. This position will meet with utility representatives, contractors, property owners, and others to discuss adherence to policies and procedures, answer questions, and address complaints from the general public by telephone, written correspondence, or in person. This position will assist the Division as needed during emergencies and inclement weather. This position will also assist the District Engineer with other tasks as assigned. Must possess communication skills to provide telephone and on-site technical assistance to on-site inspectors, developers, contractors, engineers, and general public. Possess knowledge of mathematical functions including algebra, geometry, and trigonometry is required. Knowledge in the use of surveying equipment, basic office equipment, drafting equipment, and computer programs (Microsoft Word, Excel, Access, Micro Station). The selected applicant for this position must possess the ability to review and interpret construction plans, contract provisions, specifications, and inspection procedures. Ability to communicate well with the general public and co-workers. Must be able to legally operate a motor vehicle. Safety toe shoes will be required.**Knowledge Skills and Abilities/Management Preferences**Salary Grade and Salary Range: NC11 $45,431- $79,504**Management prefers applicants with the following:*** Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.* Customer service experience related to resolving problems that involve explaining complicated engineering concepts to various customer groups.* Experience applying engineering concepts to solve complex problems.* Experience working in a team environment to complete assignments.* Experience with computers including office software and drafting software. **Minimum Education and Experience**Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both.
