Description of Work

• Monitors contractor's daily operations and performs and/or reviews test reports to ensure that all work and materials conform to specifications, plans, and contractual provisions.
• Will perform contract administration duties such as pay record entry/review, material received reports, certified payroll, haul tickets, as-constructed plans, and monthly estimates.
• Manage and train lower-level technicians including Department employees and contract construction inspectors.
• Resolve daily constructability issues and trouble shoots problems to mitigate delays to contractor's progress.
• Monitors utility relocation efforts by inspecting and tracking relocation work.
• Anticipates contractual problems and advises the supervisor of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery and/or quality of delivered product.
• Monitors contractor's operations to ensure compliance with subcontract agreements and with the contract DBE requirements.
• Ensures compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with the permits.
• Effectively communicates and coordinates work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing the progress of the projects.
• The selected applicant should have the ability to establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public.
• The selected candidate should be able to effectively communicate in a clear, concise, organized, and persuasive manner, both orally and in writing.
• Ability to make independent decisions using sound engineering judgement.
• Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction.
• Must be able to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing.
• The selected candidate must be able to lift 50 lbs.
• Knowledge and skill in the use of Microsoft Office products such as Word, Excel, and Outlook.
• Experience with iPads/tablets and Shareplus/SharePoint.
• Must be able to work nights and weekends as required with fluctuating hours greater than 50 hours a week, for any assigned project within the Division.
• Must apply safety philosophy and program to all operations.
• Steel safety toe shoes required.
• Must be able to legally operate a state vehicle.

Knowledge, Skills and Abilities / Competencies

• Salary Grade and Salary Range: : NC11 - $45,431.00 - $79,504.00
• Management prefers applicants with the following:
• Knowledge in understanding, interpreting, and analyzing contracts, plans, standards, and specifications associated with highway construction projects including both roadways and structures.
• Experience in performing inspection, sampling, and testing of materials (concrete, asphalt density) to ensure compliance with NCDOT specifications.
• Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
• General knowledge of surveying.
• Working knowledge of computer equipment, (I-pads, desktop), software (HiCams and Share Point) and mathematical functions.

Minimum Education and Experience

• Associate's degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
