Job description

Skagit PUD is seeking an Engineering Technician II or III - Inspector. This position is responsible for the inspection of developer and contractor-installed projects to ensure that the work and materials meet PUD requirements and provide other engineering technician-level support to the development team. The Inspector is the PUD's agent for these projects.

Essential Duties

Developer Project Inspection: Provide on-site inspection of developer-installed water system construction projects; review project design plans; propose and coordinate resolution of conflicts identified in the field; report and document work that does not conform to PUD standards. This position is the primary field contact between Developers and the PUD. Clear, concise, and accurate communication is essential.

We are looking for an Engineering Technician II or III for this position - level placement will depend on experience and qualifications.

Qualifications and Requirements
  • Knowledge of basic principles and methods of engineering design and construction applicable to a large, complex water utility.
  • Demonstrated knowledge of mathematics including algebra, geometry, and trigonometry.
  • Knowledge of fluid flow theory and basic engineering design concepts.
  • Knowledge of basic principles of cross connection control.
  • Ability to read, understand and interpret engineering plans, drawings, specifications, maps, and other technical material applicable to the work.
  • Ability to handle multiple assignments simultaneously in a busy environment.
  • Ability to perform construction inspection in the field.
  • Prepare and present clear and concise oral and written reports.
  • Competent in managing stressful or sensitive negotiations with tact and diplomacy.
  • Ability to use the PUD's work management software.
  • Five (5) years' experience in public works construction, or construction inspection, preferably in a water utility environment.
  • Engineering Technician III must have at least three (3) years of experience as a public works inspector for equivalent projects.
  • Cross Connection Specialist (CCS) and Water Distribution Manager 1 certifications within one year of hire.
  • Engineering Tech II - Water Distribution Manager 1 certification within one year of hire or from date of eligibility.
  • Engineering Tech III - Water Distribution Manager 2 certification within one year of hire or from date of eligibility.
Compensation

The full 2025 salary range for these positions is $39.00-$62.41 per hour. However, starting salary typically begins in the bottom quartile ($39.00-$43.29 for Technician II or $43.34-$48.11 for Technician III) per the PUD's salary guidelines, which allow for growth beyond the top of the market due to performance and longevity. Starting salary and level placement will be dependent upon previous experience and qualifications.
