Job summary

Louisiana Department of Transportation and Development (DOTD) is seeking a Traffic Engineering Data Specialist in Baton Rouge to support transportation planning, design, and operations. You will coordinate data collection, conduct studies, and provide technical recommendations to improve safety and efficiency.

You will work with District personnel, consultants, and project managers, applying DOTD manuals and standards to ensure accurate data and compliant analyses.

Qualifications

  • HS diploma or GED plus 3 years of sub-professional engineering experience
  • Six months of sub-professional engineering, heavy equipment operation, or maintenance plus 3 years of sub-professional engineering experience
  • 18 semester hours in architecture, cartography, construction management, drafting, engineering, or related fields

Responsibilities

  • Coordinate traffic data collection activities with District personnel and stakeholders
  • Lead and manage traffic data collection and analysis per procedures
  • Conduct and evaluate traffic studies such as peak-hour counts, 24-hour volumes, speed studies, and diagrams
  • Compile, analyze and present traffic data, recommending corrective actions
  • Use CADD to develop traffic control plans and signal inventories
  • Assist with developing and revising traffic-related specs, procedures, and standards
  • Coordinate review of traffic studies, plans, and specs including speed and crosswalk studies and signal plans
  • Develop data collection scopes for Section 27 and related projects
  • Participate in project and public meetings to provide traffic engineering input
  • Coordinate the development and updating of DOTD traffic engineering policies and procedures

Job description

At the Louisiana Department of Transportation and Development (DOTD), we plan, build, maintain, and protect the transportation systems that connect communities, support commerce, and keep Louisiana moving. Please visit our DOTD Career Center for more information about our agency.

This position is responsible for performing traffic engineering data collection studies and reviewing traffic engineering studies and reports to support transportation planning, design, and operations. The incumbent applies comprehensive knowledge of Department procedures, policies, standards, specifications, Standard Specifications, Engineering Directives and Standards Manual (EDSM), Highway Capacity Manual, DOTD Traffic Engineering Manual, and DOTD Traffic Signal Design Manual to ensure traffic data collection and analysis activities are accurate, consistent, and compliant with established requirements.

The position works closely with consultants, plan development engineers, planners, project managers, and District Traffic Operations Engineers regarding traffic data collection and speed studies. This position plays an important role in supporting the Department’s traffic engineering programs by providing reliable data, technical analysis, and professional recommendations that contribute to safe and efficient transportation systems.

The position is located in Section 27, Traffic Engineering, and reports to the Engineer 6.

  • Possession of a high school diploma or GED plus three years of sub-professional engineering experience; OR
  • Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus three years of sub-professional engineering experience; OR
  • Eighteen semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics.

Job Duties:
  • Coordinates traffic data collection activities with District personnel and other stakeholders.
  • Leads and manages traffic data collection and analysis in accordance with Department procedures, policies, standards, and specifications.
  • Conducts and evaluates traffic studies, including peak-hour turning movement counts, 24-hour volume counts, speed studies, intersection diagrams, collision diagrams, and related studies.
  • Compiles, analyzes, and presents traffic data in clear, usable formats and recommends appropriate corrective actions.
  • Uses CADD to develop traffic control plans, traffic signal inventories (TSIs), and other traffic engineering designs.
  • Assists with the development and revision of traffic-related specifications, procedures, and standards.
  • Coordinates and assists with the review of traffic studies, plans, and specifications, including speed studies, pedestrian crosswalk studies, traffic signal plans, traffic equipment specifications, and traffic sign plans.
  • Develops and coordinates traffic engineering data collection scopes for Section 27 projects and projects involving project management, planning, and environmental sections.
  • Participates in project meetings and public meetings to provide traffic engineering support and technical input.
  • Coordinates and assists with the development, review, and updating of Department traffic engineering policies and procedures.
Position-Specific Details:

Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Compensation: This position receives a premium pay of $2.00/hour for hours actually worked.

Additional compensation may be considered impart with extraordinary qualifications in accordance with State Civil Service Rules and DOTD policy.
