Qualifications

Responsibilities

  • Provide subject matter expertise to FACTS and HVDC equipment programs with planning, asset management, procurement, and expansion teams.
  • Own lifecycle of FACTS/HVDC equipment from technical requirements through FAT/SAT and warranty management.
  • Engage with OEMs, EPC contractors, and technology vendors to drive projects.
  • Develop maintenance strategies for FACTS/HVDC reliability and performance.
  • Create training materials and standards for operations and field teams.
  • Represent Dominion Energy in external technical forums (PJM committees, IEEE, EPRI, CIGRE).

Job Summary

As part of Dominion Energy’s Electric Transmission (ET) organization, this position is responsible for providing technical focus on equipment procurement, Engineering, Procurement and Construction (EPC), lifecycle management, and field engineering activities involving Flexible AC Transmission Systems (FACTS) and High Voltage Direct Current (HVDC). This position will help support the many STATCOMs, SVCs, and Fixed Series Capacitors (FSCs) deployed on the system currently that require continual maintenance, trouble shooting, and engineering support across multiple organizations within the company. Additionally, there are new STATCOMs and a HVDC line that are in the process of design, engineering, and procurement that this role would be responsible for supporting. Dominion Energy is building the first HVDC line in the state of Virginia and within our Regional Transmission Operator, PJM’s, footprint. Furthermore, this role will work to develop asset management criteria and documentation of engineering and design requirements relating to the application of substation equipment and related turn‑key substation projects associated with FACTs and HVDC.

Job Duties

Job duties include:

  • Providing subject matter expertise to FACTS and HVDC equipment programs, working closely with System planning, asset management, procurement, and transmission expansion teams to support alignment and strategic objectives.
  • Collaborating on solutions to complex, cross‑disciplinary, engineering challenges within Electric Transmission, with an emphasis on integrating FACTS and HVDC systems into the existing AC transmission network and operational environment.
    • This role owns the lifecycle of FACTs and/or HVDC equipment – from developing the technical requirements for performance, running Requests for Proposals to determine what vendor to choose, supporting Factory Acceptance Testing (FAT), working with project managers, construction, substation design on plans for installation, and then supporting the testing at installation with Site Acceptance Testing (SAT). This also includes assisting with performance monitoring, warranty management, technical issue resolution, and partnership development.
  • Driving engagement with key Original Equipment Manufacturers (OEMs), EPC contractors, and technology vendors specializing in FACTS and HVDC systems
  • Providing technical input to standardization efforts for EPC projects involving specialized substation, FACTS, and HVDC systems to help ensure consistent design, constructability, maintainability, and reliability across installations.
  • Supporting long term reliability through development of FACTS and HVDC specific maintenance strategies via operational experiences and vendor provided recommendations.
  • Assisting with the identification, evaluation, and application of innovative technologies and solutions to address FACTS and HVDC equipment challenges, improve performance, reduce risk, and enhance operational flexibility.
  • Creating and presenting training materials, standards, and operational guidelines for Operations and Field organizations regarding maintenance procedures and response protocols for system events involving FACTS and HVDC systems.
  • Contributing expertise to FACTS and HVDC spare and critical material strategies and governance programs, including participating in spare need assessments, supporting risk‑based spare sizing, and collaborating with supply chain and inventory management teams.
  • Providing field support through on‑site or remote means, as necessary, to assist in facilitating required vendor‑governed maintenance or Substation/ETFO support.
  • Facilitating technical collaboration and partnerships with universities, research organizations, engineering firms, and government agencies to advance technical capabilities and industry best practices.
  • Representing Dominion Energy in external technical and industry forums such as PJM committees, EPRI, CIGRE, IEEE, and peer utility working groups, actively contributing to discussions on FACTS, HVDC, and advanced transmission equipment.
  • Other duties as needed

This position is located in Richmond, VA with a hybrid schedule with 3 days in the office and 2 at home as an option subject to business needs. Relocation assistance may be offered to the successful candidate. Additionally, this role generally works what is called a 9-80 schedule. This means that across two weeks, 80 hours are worked, but one week is 44 hours, and one is 36 hours. This schedule allows for every other Friday off for personal time.

Required Knowledge, Skills, Abilities & Experience
  • 8+ years of relevant experience. Relevant experience can include, but is not limited to:
    • Preventative maintenance strategy development & effectiveness evaluations for substation and/or protective relay equipment
    • Trending, analysis, and improvement recommendations of substation and/or protective relay equipment
    • Protective relay settings calculation, design, troubleshooting for substation and/or protective relay equipment
  • Field Experience supporting Substation and/or relay equipment is required. Support of FACTS devices such as STATCOMS, SVC, Fixed Series Capacitors, HVDC are a plus
  • Strong knowledge of engineering theories, principles, standards, codes, concepts, and their application to problem solving
  • Strong leadership skills with proven ability to provide technical direction/recommendations
  • Strong oral and written communication skills (includes technical writing)
  • Ability to think analytically and solve complex problems
  • Ability to interpret codes, regulations and practices
  • Supplier relations management experience
  • In depth knowledge of various computer applications, with the ability to manipulate personal computer applications and perform engineering calculations using applicable software programs (e.g., Excel, etc.)
  • Equally effective working independently or in team environment
  • Ability to process information quickly and effectively manage multiple tasks
  • Strong planning, organizational and project management skills.
  • Thorough knowledge of transmission and substation equipment, design concepts and industry standards
Education Requirements

Degree equivalent combination of education and demonstrated related experience may be accepted in lieu of required level of education:

Associates Degree

In order to be a titled Engineering Technical Specialist, you must meet one of the following criteria:

  • 4-year Engineering Technology degree or 4-year degree in Engineering (not ABET-accredited); or
  • 4-year degree in Physics, Math, Chemistry, Biology, Computer Engineering or other technical related discipline; or
  • 4-year non-technical degree and post-graduate degree in Engineering Technology or Engineering (not ABET-accredited); or
  • Equivalent combination of education and relevant experience may be accepted in lieu of preferred degree
