Job summary

The City of Lewiston is seeking an Engineering Technician of Development to review development plans, guide applicants, and ensure safe, compliant, high‑quality development. You will work with multiple city departments, assist the public, and perform inspections as needed.

Two years of civil engineering technology education plus related experience are required, along with ATSSA Traffic Control Supervisor and Construction Stormwater Inspector certifications; a valid driver’s license is required.

Qualifications

• Two years college-level coursework in civil engineering technology and two years of civil engineering technology experience.
• In-depth knowledge of public works standards and specifications.

The starting salary for this position is $56,986.76 annually. The full salary range is $56,986.76 - $82,855.53 annually. This position is open until filled.

Position Summary

Under the general direction of the Development Review Supervisor, this position is responsible for Public Works’ review of development projects, including technical plan review to ensure compliance with codes, ordinances, plans, standards, specifications, permit processing, and development agreements. Position will conduct land use and engineering plan reviews and assist the general public with site development requirements, research records and files, and respond to inquiries from staff and the general public. The position works independently and with little direction, and requires coordination with all Public Works Divisions, the Fire Department, and Community Development Department, and other City departments as required.

Essential Functions

• Perform a variety of duties involving technical office and field engineering work, including the review and design of streets, sewers, water systems, storm drainage, building, and commercial and residential improvements.
• Review site construction plans for commercial, industrial, single- or multi- family, and subdivision development for compliance with all standards, codes, and ordinances.
• Review engineering design calculations and review easements, dedications, vacations, and quit claims for adequate legal descriptions.
• Review applications for compliance with city codes and standards, including street access, traffic studies, traffic impact analysis, sidewalks, stormwater control, terrain concerns and utilities.
• Review and make recommendations concerning traffic and safety issues in the public right-of-way; maintain compliance with the most current Idaho Transportation Department (ITD), American Association of State Highway and Transportation Officials (AASHTO) and Manual on Uniform Traffic Control Devices (MUTCD) guidelines.
• Approve or deny plans for issuance. Identify plan deficiencies and notify applicants of requirements. Work with applicants to resolve problems.
• Conduct site inspections for development improvement projects as needed, including final inspections.
• Participate in development review meetings.
• Provide technical assistance requiring interpretation, design modification, and variances to the public, construction representatives, and consulting engineers on Code questions relating to plan review and processes. Assist applicants in completing the site development review checklist.
• Enter plan review information into computer system utilizing the City’s review software and network drives, as applicable. Coordinate and log new development infrastructure with City asset management system and GIS.
• Develop program for inspection of public improvements in conjunction with subdivision and major commercial projects. Monitor and assist with inspections, as necessary. Coordinate with contract inspectors or consultants and City staff.
• Assist with review and propose revisions to update City engineering standards and specifications.
• Maintain a variety of records, files and reports related to projects; track and maintain commercial development projects through different stages of advancement from pre-development meetings to submittal of post-construction drawings.
• Utilize City GIS and the asset management system and/or CAD to create maps showing existing utilities as needed for staff reports and public presentations; share development data with asset management staff.
• Operate the asset management system to respond to citizen or internal requests; develop traffic orders for City Engineer review; and upload documents in accordance with the established asset management workflows.
• Facilitate the close-out of development projects, coordinating with other City staff, Developer’s Engineer/Inspector, Contractor, and Developer to verify all components of project certification are completed/acquired.
• Conduct traffic studies using traffic count equipment and software, as needed.
• Participate in the addressing committee.
• Attend division meetings and Planning & Zoning and City Council meetings as required during and outside of regular work hours.
• Interact in a professional manner with personnel, customers, the public, and other agencies.
• Perform related duties as assigned.

Minimum Qualifications

Any combination equivalent to: two years college-level course work in civil engineering technology or a closely related field, and two years increasingly responsible civil engineering technology experience or a sufficient amount of experience in a related field enabling performance of the Essential Job Functions. In-depth knowledge of public works standards and specifications. Must possess a valid driver’s license and have a driving record acceptable to the City’s insurance carrier. Obtain certifications as a Traffic Control Supervisor with American Traffic Safety Services Association (ATSSA) and as a Construction Stormwater Inspector.

Working Conditions

Indoor and outdoor work environment, subject to adverse weather conditions; driving a vehicle to conduct work. Sufficient body mobility, flexibility, and balance to perform duties in and around construction sites. Work in or around active traffic and or construction equipment.
