Job summary

Qualifications

Job Title: Project Manager (Water)

Under general supervision of the Senior Group Manager, Water, the Project Manager will be responsible for planning, coordinating, and directing the work of assigned professional, technical and clerical employees and consultants in the planning, design, and/or management of complex, multi-disciplined Capital and Operations facility/asset projects involving the Authority’s water distribution system, water treatment plant, storage, and pumping facilities. Pittsburgh Water is seeking experienced candidates with a design or construction focus who have managed projects greater than $5 Million.

RESPONSIBILITIES
  • Manage the design and execution of Capital and Operations projects, including directing internal teams and external consultants. Ensure alignment with project goals, timelines, and budgets.
  • Prepare and review RFPs, bid documents, contracts, and related materials. Evaluate consultant proposals, recommend awards, and oversee consultant performance throughout project lifecycle.
  • Provide technical support and mentorship to peers, junior engineers, and technicians. Ensure quality and compliance in all engineering deliverables.
  • Prepare, review and administer contractual-related processes within Pittsburgh Water’s internal project management system.
  • Develop and monitor project budgets and schedules. Review and project expenditure forecasts, recommend change orders, and support future Capital Improvement Plan (CIP) development.
  • Track project progress, identify risks or delays, and implement corrective actions to maintain scope, schedule, and budget integrity.
  • Recommend approval of change orders, requisitions for payment, vendor invoices, and other necessary documentation.
  • Ensure all specifications, designs, and contract provisions comply with federal, state, and local laws and regulations.
  • Represent the Authority in meetings with city departments, agencies, consultants, contractors, and the public. Communicate project goals and updates effectively.
  • Manage and coordinate Developer Services applications and design reviews; including, but not limited to, reviewing design plans and permit applications, processing applications in a timely fashion, coordinating with appropriate stakeholders, and mentoring the work of internal engineers - providing training and QA/QC.
  • Maintain accurate records and prepare reports, correspondence, and board resolutions as required. Utilize internal project management systems for documentation and tracking.
  • Plan and coordinate personnel, materials, and equipment to achieve program goals efficiently and safely. Ensure fair treatment of staff in accordance with agreements and policies.
  • Serve as a key member of the Engineering and Construction team, contributing to strategic initiatives and representing the Authority in internal and external interactions.
  • Manage area of responsibility in strict accordance with applicable laws, regulations and established policy, including union agreements to ensure fair and standardized treatment of all people.
  • Perform other tasks as assigned or required.
KNOWLEDGE, SKILLS & ABILITIES
  • Working knowledge of the planning, design and/or management of water capital and operations projects, and familiarity with typical municipal procurement requirements.
  • Knowledge of the policies and procedures of the administration of water projects; of the safety hazards and precautions of the work; and of relevant labor agreements and personnel policies and procedures.
  • Ability to work in a dynamic environment and conduct multi-tasking efforts.
  • Proficient in supervising and directing the work of assigned professional, technical, and clerical personnel; to plan, monitor, and evaluate the work of self, staff, and Pittsburgh Water consultants and contractors.
  • Ability to communicate effectively, both orally and in writing; and to establish and maintain effective working relationships with supervisors, associates, outside agencies, and the public.
  • Proficient in Microsoft Office Suite, having the ability to operate a personal computer and other office equipment as required.

EDUCATION / EXPERIENCE REQUIREMENTS
  • Bachelor’s degree in Engineering from an accredited institution or a closely related field.
  • Seven (7) years of progressive experience with at least four (4) years of experience as a design engineer on major water infrastructure improvement projects.
  • Professional Engineering License in Civil Engineering or related field issued by the Commonwealth of Pennsylvania is preferred.
GENERAL REQUIREMENTS

Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.

SUPERVISION EXERCISED / RECEIVED

No direct reports / Will receive supervision directly from the Senior Group Manager, Water.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly exposed to a moderate or quiet noise level in the office work environment.

Periodic on-site field investigations during all seasons and weather conditions are likely. Work may require the Project Manager to arrive before or remain on duty beyond normal hours or during emergency situations or other extensive periods.

MEDICAL EXAMINATION

DRUG TESTING

Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to drug and alcohol testing conducted without advance notice and without individualized suspicion.
