Job summary

Administrative Office of the Courts (AOC) seeks a seasoned Construction Program Manager to lead multiple courthouse projects across Kentucky. You will supervise design and construction services, ensure compliance with public codes, and manage contracts and stakeholders.

The role requires extensive experience in government facilities, strong coordination and reporting, and accountability for project timelines and documentation. Competitive salary and benefits offered.

Qualifications

  • 10 years’ experience in management of multiple construction projects; experience within a large Capital Improvement program and familiarity with relevant Public Codes.
  • 5 years’ experience in Government Facility Construction preferred.
  • BA or BS in Architecture, Engineering, Urban Planning, Construction Management, OR a valid license in primary construction trades: HVAC, Plumbing, and/or Electrical OR a CCM credential by CMCI. Additional qualifying experience may substitute education on a year-for-year basis.

Job description

Various KY Locations (Around Frankfort / Lexington / Louisville or E-town)

Position Description:

  • Respond to facilities issues in courthouses and judicial centers across the state, including water infiltration, HVAC, plumbing, electrical, roof, and building envelope. Engage the appropriate professionals to assess the condition and determine next steps.
  • Successfully plan, organize, direct, coordinate, and report on design and construction services for 10 to 20 projects simultaneously, ranging in construction value and complexity from $100K to $5M each.
  • Manage contracts for design services, obtaining quotes, submitting requisitions, monitoring/approving deliverables, reviewing and making recommendations on change orders, reviewing and approving invoices.
  • Coordinate with local governments to obtain construction services, submit requisitions for reimbursement contracts for local governments, review and approve reimbursement requests.
  • Tracks project status, ensures deliverables are timely, communicates status, timelines, and next steps to multiple stakeholders.
  • Report and collaborate with AOC Court Facilities Management on all project matters.
  • Review and collaborate in the development of project program documents, specifications, and drawings.
  • Document and report all project data accurately and in a timely manner utilizing the AOC’s document collaboration system (eCommunications).
  • Successfully closeout projects, ensuring appropriate documentation is stored in eCommunications and SharePoint.
  • Recommends actions in resolving disputes relative to construction projects.
  • Performs other related duties as assigned.

Minimum Required Qualifications:

  • 10 years’ experience in Management of multiple construction projects; experience within a large Capital Improvement program and familiarity with relevant Public Codes.
  • 5 years’ experience in Government Facility Construction preferred.
  • BA or BS in Architecture, Engineering, Urban Planning, Construction Management, OR a valid license in primary construction trades: HVAC, Plumbing, and or Electrical or a closely related field. OR A valid Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI) Additional qualifying experience in excess to the minimum stated above may be substituted for the required education on a year for year basis.

Preferred Qualifications:

  • Experience with plan development and review.
  • Knowledge of all parts of the project life cycle, to include master planning, design, and closeout.
  • Experience with using a web-based project management system such as eCommunications.
  • Experience in Leadership in Energy and Environmental Design (LEED) certified projects and/or high-performance building standards.
  • Experience with AIA construction/design processes or similar.
  • A valid Certificate of Registration as an Architect by the Kentucky Architectural Board or Professional Engineer by the Kentucky State Board for Professional Engineers and Land Surveyors OR
  • A valid Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI) OR
  • A valid license in primary construction trades: HVAC, Plumbing, and or Electrical.
