Job summary

Cherokee Federal seeks an Engineer Project Manager to support a MILCON/FSRM program at Moody AFB, GA. The role coordinates across installation agencies to enable a new mission beddown with minimal disruption, translating requirements into engineering deliverables and managing facility projects.

Requires US citizenship and the ability to obtain a Clearance or CAC. Starting salary range is $120,000–$130,000, with full benefits and potential for additional compensation based on experience.

• Experience with federal agencies preferred (USA Forth DOD) and ability to obtain clearance/CAC.

Job description

Must be a United States citizen with a clear background for government security investigation with the ability to obtain a Clearance or Common Access Card (CAC).

Position will support a Program Integration Office (PIO) in the coordination of Military Construction (MILCON) projects and Facility Sustainment Restoration & Modernization (FSRM) projects supporting a new-mission beddown of the F-35 Joint Strike Fighter at Moody AFB, GA.

Estimated Starting Salary Range for Engineer Project Manager: $120,000 to $130,000

Pay commensurate with experience.

• Assist with coordination across all installation agencies to facilitate the preparation of infrastructure, facilities and services required for the new mission organization to reach Initial * Full Operating Capability (I/FOC) within minimal to no disruption to ongoing missions.

• Project Planning. Utilize general engineering techniques and processes to translate project or program requirements into engineering solutions. Conduct facility assessments, collect and analyze data, and formulate strategies for facility modifications, enhancements, and new construction. Interpret and apply standards, codes, and policies in the planning and programming of facilities and infrastructure, and ensure that federal, state, and local regulations are adhered to. Coordinate with facility users, requirement owners, and other stakeholders to ensure project programming accurately reflects and satisfies applicable mission requirements.

• Project Development. Evaluate objectives and requirements to identify complete and comprehensive project scopes of work. Ensure all design and constructability considerations have been addressed. Compile statements of work, cost estimates, schedules, and other project documents to support contract solicitations. Review and evaluate construction bids for technical adequacy and make recommendations for Government action. Provide technical expertise in support of contract negotiations and/or contract administration and serve on construction contract source selection boards.

• Design Review. Review contractor-produced project documents-including plans, drawings, specifications, reports, cost estimates, and schedules-for technical accuracy and adherence to the original intent of the project. Coordinate assessments and reviews by customers, users, and other stakeholders to ensure mission requirements are addressed and authenticated. Ensure that project documents comply with building codes, Unified Facilities Criteria, and all other applicable laws, regulations, and policies.

• Construction Management. Oversee construction, verify compliance with contract documents, and make recommendations for acceptance of work. Resolve issues associated with unforeseen site conditions, constructability concerns, adverse circumstances, or changing requirements. Review deliverables, and coordinate with customers, about requests for information, submittals, progress documents, change orders, or modifications. Guide engineering technicians in the collection and verification of project data and measurements. Review as-built drawings and other closeout documents for accuracy and completeness. Participate in final inspections, coordinate the project close-out process, and disseminate final documents.

• Project Coordination. Act as project liaison with mission partners, community leaders, the Army Corps of Engineers, and contractors. Develop graphic presentations, project summary documents, memorandums, and other informational correspondence to communicate and convey information to customers, users, stakeholders, and leadership. Utilize applicable project management software and ensure that required data and information is stored properly and accurately. Inform leadership of actual or potential issues and participate in the development and implementation of solutions.

• Perform required enterprise business system (EBS) data entry for assigned projects, as required.
• Completes weekly and monthly internal and external reporting.
• Develop project briefings and presentations.
• Performs other job-related duties as assigned

Bachelor's degree in architecture or engineering and three years of experience applying engineering standards to a broad range of facility design and construction activities, or a minimum of 10 years of experience applying engineering standards to a broad range of facility design and construction activities.

A professional architect or engineering license is desirable but not required.

Experience supporting projects for a Federal Agency is desired, preferably with USAF or DOD experience.

Thorough knowledge of engineering and construction standards, methods, practices, techniques, materials and equipment.

Experience in gathering data to solve complex technical problems and be able to follow established project related procedures and complete established project milestones.

Must have be able to obtain a Clearance or Common Access Card (CAC).
