Job summary

The City of Charlotte is seeking an Engineering Program Manager to lead Charlotte Water’s Pipeline Renewal Program. You will manage projects from strategic planning through design, bidding, construction, and close-out, ensuring budgets, schedules, and quality control are met.

Collaboration with divisions and external agencies is essential to deliver safe, timely, and budget-compliant projects. The role requires strong leadership, communication, and change-management skills, with responsibilities

Qualifications

• Bachelor’s degree in engineering, construction management, architecture, or a related field with five years of related work experience.
• Master’s degree with 3 years of relevant experience is also acceptable.
• Requires a valid driver’s license and City Driver’s Permit.
• Proven ability to review technical documents, manage budgets and schedules, and guide change-control processes.

Responsibilities

• Assist the Division Manager with planning, implementation, and administration of division and program objectives.
• Coordinate bidding, contracts, budgets, schedules, and project approvals.
• Supervise consultants and work crews; monitor progress and ensure compliance.
• Prepare CIP estimates and communicate with City leadership and residents.
