Job summary

City of Charlotte’s Charlotte Water Department seeks an Engineering Program Manager to lead the Environmental Management Division’s CIP and EMS initiatives. The role focuses on wastewater treatment projects, biosolids handling, and permit compliance while coordinating cross-function teams to deliver results.

You will oversee project design, budgeting, scheduling, and team performance, ensuring continuous improvement and strong customer service in a dynamic municipal setting.

Qualifications

  • Bachelor’s degree in engineering, construction management, or a related field.
  • Five (5) years of related work experience in engineering or construction management, preferably civil engineering or municipal capital projects.
  • Two (2) years of supervisory experience.

Responsibilities

  • Provide input on capital improvement projects for Water Resource Recovery Facilities and wastewater treatment.
  • Serve as consultant on design and construction teams; review plans and specifications.
  • Monitor CIP, rehab and upgrade projects; ensure EMS/compliance and permits.
  • Oversee budgets, schedules, purchase orders; manage project documentation and status reports.
  • Provide hands-on operational assistance at treatment plants when needed; support ISO 14001 certification.
