JOB DESCRIPTION AND POSITION REQUIREMENTS:
We are searching for an experienced Engineering Program Manager to join our All-Domain Analytics and Signatures Office (A2SO) of the Applied Research Laboratory (ARL) at Penn State.ARL’s purpose is to solutions to challenging research and develop innovative scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intelligence Community (IC).
The successful candidate will work hand-in-hand with the sponsor to provide high-quality assessments as well as operational and technical solutions to wide ranging joint cyber warfare architecture and technology issues affecting the Department of Defense, US Cyber Command, and Intelligence Community missions to enable and protect the warfighter This position will oversee systems engineering and program management across the Joint Cyber Warfare Architecture (JCWA) portfolio.

You will:
Provide support to the sponsor’s acquisition team
Manage cost, scope, and schedule of projects as directed
Coordinate with contracts and finance
Support the creation of project plans and interact regularly with program sponsors, stakeholders, project/program teams, and others in completion of the work and communicating status
Review progress of projects and recommend, support, and implement improvement strategies where needed
Prepare various reports including budget reports and/or project plans for inclusion in program plans
Business Development is required
Additional responsibilities for higher level position include:
Providing senior leadership and direction to project management activities, best practices, and project management
May serve as a member of the senior leadership team
Participating in the strategic planning process and provides input into strategic decision
This position can be filled at multiple levels, depending upon your education and experience. Minimum requirements include a Master’s Degree and 6+ years of related experience, or an equivalent combination of education and experience for the Senior Professional level. Additional experience and/or education are required for higher level positions.
Required skills/experience areas include:
Demonstrated leadership skills
Demonstrated ability to meet high quality deliverables in fast paced environments
Deep understanding of DoD Acquisitions and the PPBE process.
Ability to represent successful completion of work in Agile Management systems environment (e.g. Jira, Confluence, GitLab)
PMP certification
Ability to perform onsite work in secure facilities minimum of 100% of time
Active government security clearance with CI poly
Preferred skills/experience areas include:
PMP & Agile management systems
Your working location will be fully on-site, located in Annapolis Junction, Maryland.

The salary range for this position, including all possible grades is:
$123,200.00 - $219,600.00Salary Structure - additional information on Penn State's job and salary structure.
