Job summary

State of Delaware’s Division of Transportation Solutions seeks a Construction Inspector to support DelDOT Capital Construction Projects in Sussex County. The role performs on-site quantity take-offs, ensures compliance with DelDOT Specifications, and represents the department in field decisions.

Qualifications

Introduction

The mission of the Division of Transportation Solutions is to provide excellence in transportation by developing, constructing and maintaining the State's infrastructure in a manner that results in a safe, cost-effective, and efficient multi-modal transportation network that enhances mobility commerce, and livability. In addition, Transportation Solutions provides high quality support services to other divisions in the department.

Summary Statement

This position will perform construction inspection on DelDOT Capital Construction Projects in Sussex County Delaware. Job duties will be on-site conducting quantity take-offs, ensuring construction is in compliant to DelDOT Specifications, and act as a representative of the Department in field level decisions in the construction of state highway and bridge projects.

Essential Functions
  • Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state, and federal codes and on-going maintenance requirements; documents and reports compliance or deficiencies.
  • Designs, develops, or reviews engineering project or site layouts, alignments, profiles, studies, graphs, and other related activities.
  • Compiles and records notes, sketches, test results, inspection data, and other information to document compliance and/or develop designs, specifications, reports, maps, and other geographically based data.
  • Conducts various studies to be used by others to analyze needs or develop plans, record characteristics, and other related activities.
  • Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs, and/or ensure compliance.
  • Tests or evaluates the quality of materials or designs to verify adherence to contracts and specifications.
  • Obtains survey data such as angles, elevations, points, and contours using electronic distance measuring equipment and other surveying instruments.
  • Calculates or measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
  • Operates computer assisted drafting equipment or other tools of the trade and uses automated information systems and computer software to enter, update, modify, delete, retrieve, and report on data.
  • Reads and interprets plans, specification, blueprints, and other engineering documents.
  • Performs other related duties as required.
Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Construction Estimating
  • Six months experience in applied mathematical computations.
  • Knowledge of preparing and processing pay estimates and change orders for construction plans.
  • Knowledge of reviewing contracting quantity measurements and payments to ensure compliance.
  • Knowledge of interpreting construction plans and details, schematics or technical drawings.
  • Knowledge of using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  • Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16. This position is covered by a collective bargaining agreement based on its individual terms.

All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.
