Job summary

The City of Hillsboro is seeking an Engineering Associate in Public Works to plan, design, and review engineering plans for storm and sanitary sewer projects. You will ensure compliance with code requirements and city standards during development plan reviews, collaborating with developers and regulatory partners.

Responsibilities include reviewing plans, permits, and as-built information, providing cost estimates, and serving as a liaison between field staff and regulators to ensure projects

  • Coordinate with field inspectors, operators, and regulators to ensure plans are followed from start to finish.
  • Collaborate with regulatory partners to meet expectations (CWS and DEQ).

What You Will Be Doing

This role play a crucial role in the planning, design and implementation of storm and sanitary sewer projects. You will help the City meet and exceed our environmental stewardship goals and maintain excellent infrastructure for future generations. Working closely with developers and development engineers in the area, you will ensure construction projects completed within the City of Hillsboro meet all regulatory requirements and city standards. This will primarily be done as part of the development plan review process.

Primary Duties & Responsibilities

The principal function of an employee in this class is to prepare and review engineering plans for public infrastructure to ensure compliance with code requirements, develop engineering calculations, plans and specifications. Lead worker responsibilities are exercised over departmental personnel, as assigned.

Duties will Include:

  • Storm and Sanitary Sewer Development Services Representative. This will involve reviewing construction plans submitted by external engineers, as well as support the community when they have technical questions related to storm and sanitary design or permitting;
  • Review and submit permits including environmental permits;
  • Review capital project as-built information and assist in maintaining asset management records;
  • Performs preliminary cost estimates and quantity take-offs for minor single utility projects;
  • Represent the City of Hillsboro at the Clean Water Services Co-implementors meeting-paying special attention to tracking and maintaining knowledge related to design and construction standard changes;
  • Serve as a liaison between our field inspectors, operators, and regulators to ensure plans are being followed from start to finish;
  • Work closely with regulatory partners (CWS and DEQ) to make sure our program is meeting their expectations;

Required Skills
  • Familiarity with AutoCAD (at least two year of experience)
  • Bachelor’s degree in Civil Engineering and 2 years of engineering experience including lead worker responsibilities; or, an equivalent combination of education and experience.
  • Valid Driver’s License and safe driving record.
  • Fundamentals of Engineering Certification.

PURPOSE STATEMENT:

Under the direction of assigned supervisor, the Engineering Associate prepares and reviews engineering plans for public infrastructure to ensure compliance with code requirements and develops engineering calculations, plans, and specifications. Lead worker responsibilities are exercised over departmental personnel as assigned.

DISTINGUISHING CHARACTERISTICS (For use in a job series only)

Positions in this class perform technical engineering work such as preparing and reviewing engineering plans and developing engineering calculations, plans, and specifications and have lead worker responsibilities. This class differs from the higher-level Project Engineer class that performs specialized engineering oversight activities in support of city operations and holds and Oregon Professional Engineer License.

Acceptable Experience and Training

Bachelor’s degree in Civil Engineering; Environmental Science; Structural Engineering; Chemical Engineering; and 2 years of engineering experience including lead worker responsibilities; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSING/CERTIFICATIONS:
  • Valid Driver’s License and safe driving record;
  • Fundamentals of Engineering Certification.

Employees who can demonstrate the ability to speak Spanish, ASL, or any other language spoken by over 10% of the City residents as documented by the most recent U.S. Census will receive a monthly 3% premium pay. The incentive is paid only on hours in paid status. Proficiency will be determined by a City-administered test.
